Meyer-Rohlin, Inc. 1111 State Highway 25 North, Suite 205 Buffalo, MN 55313 Dear Mr. Nowacki: As a follow-up to the preconstruction meeting held on August 19, 2004 for the subject project, SEH, on behalf of the City of Albertville, will clarify some issues raised at the meeting. Bury depth for hydrants is 8' -6" to the bottom of the pipe lead, thereby providing 8 feet of cover over the pipe. The City will allow closure of 64th Street NE during construction of public improvements in the development, subject to the following conditions: 1. Emergency vehicle access must be provided at all times. 2. The street shall be made passable prior to the beginning of winter. The City intends to plow the street this winter. 3. Existing manhole castings and valve box covers shall be protected and shall be adjusted to existing surface elevations before winter. 4. Placement of bituminous wear course on the street will be deferred until next construction season, at the earliest. 5. If the developer wants to protect the existing street by temporarily covering it with gravel, he may do so at no cost to the City. We have reviewed the street and utility plans and have the following comments: 1. Water main profile for Northwest Lane shall be adjusted to place hydrant no. 3 is at a high point and to provide at least 18 inches of vertical separation between the main and sewer service crossings. 2. Water main profile for South Lane shall be adjusted to place hydrant no. 2 is at a high point and to provide at least 18 inches of vertical separation between the main and sewer service crossings. 3. Water main profile for South Loop Road shall be adjusted so hydrant no. 1 is at a high point. Location of the hydrant may also be moved to better match the water main profile. 4. Pipe lengths for storm sewer in Northwest Lane do not match scaled dimensions. The pipe run between CB-1 and CB-2 interferes with the proposed water main. 5. Spot elevations shall be provided at locations where curb profiles deviate from the typical street section. Locations of transition points shall also be noted. 7. Storm water discharge through FES-D shall be directed away from 64th Street NE. The proposed configuration will likely result in bank erosion below the sidewalk and curb. Finally, we have reviewed the grading plan and have the following comments: 1. Pond 2 shall have a positive outlet. 2. A 30-foot buffer area shall be provided along the north side of Wetland 1. If the buffer area is disturbed by grading activities, it shall be restored with comparable vegetation or MnlDOT seed mix 5A. 3. A berm shall be provided adjacent to the future parking lot east of the development. 4. Lots 3-14 of Block 1 shall have positive drainage to accommodate sump pump discharge lines. If the buildings are to be constructed with split entry lookouts, backyard grading must be modified to provide positive drainage from the lots.
