Grading and Street & Utility Plan Review
Dear Mr. Moberg:
I have reviewed your comment letter dated August 23,2004 on the Karston Cove 3rd Addition
proposed Grading Plan and Specifications and Street & Utility Plan and Specifications and have
addressed all of your concerns as follows:
STREET & UTILITY PLANS
1-3. Adjustment ofwatermain profiles would require an extensive amount of additional
watermain depth. Hydrant locations cannot be modified due to the constraints imposed
by parking areas and townhome unit driveway locations. Several watermain services are
located at or near the high point in the watermain profile. These services shall be
sufficient to bleed any trapped air from the watermain. The current watermain profile
shows the top ofwatermain pipe at its highest point to be even with the top of sanitary
sewer. All lots with sanitary services crossing the watermain have a 2.5 foot riser,
providing at least the minimum 18" clearance necessary. There are no lots on South that
require a sanitary service crossing over the proposed watermain.
4. Pipe lengths shown from CB-2 to STMH-l and STMH-l to FES-A are incorrect. The
contractor will be informed of these errors. Structure and FES inverts will remain the
same and pipe grades will be adjusted for the correct lengths. The maximum bury depth
to the bottom of the storm run between CB-l and CB-2 is 4.02 feet. At the hydrant lead
crossing, the top ofwatermain pipe will be roughly 3.5 feet below the proposed storm
pipe and greater than the 18 inches required by the Minnesota Department of Health.
Although the proposed watermain does run parallel with the proposed storm pipe for a
distance of 10 feet, the MDH has reviewed the plan and provided no related comments.
5. The inlet and outlet pipes to CB- 7 match at the crown of the pipe, promoting smooth flow
and preventing a backwater in the upstream pipe.
6. Parking areas and end of streets are the only locations where curb profiles deviate from
the typical street section. Spot elevations are present within the plans. It has been our
experience with curb contractors that they are capable of making the appropriate

7. FES-D will be turned away from the sidewalk and curb as much as possible. A small
bend can be placed at the end if it is necessary and allowed by the City of Albertville and
SEH. The proper erosion control measures will be installed in the field in order to
prevent any bank erosion prior to vegetation establishment. If necessary, rip-rap can also
be placed along the bank near FES-D.
No revised plan set will be created for these comments. The contractor will be informed of the
error in pipe lengths on the plan and necessary grade adjustments will be made in the field. The
contractor will also be informed of the erosion and alignment concerns of FES-D. Proper
measures will be taken in the field. Record drawing will reflect the correct pipe lengths.
GRADING PLANS
1. A rip-rap overflow (INV.=961.2, 5 C.Y. Class 3 rip-rap w/geotextile) will be installed
along the berm between Pond 2 and the adj acent wetland. The contractor will be
informed of the additional overflow and its location will be placed in the field.
2. Per previous discussions with the City of Albertville, SEH, and NAC a wetland buffer of
20 feet is applicable for this project and has been accounted for in the design. Special
Provision Item No. 31 in the Grading Specifications describes this buffer area and the
required seed mix previously provided by SEH.
3. Per previous discussions with the City of Albertville, SEH, and NAC, landscaping and
shrubbery will be provided along the property line as replacement for a berm so that
positive drainage from the back of the proposed townhomes can be maintained.
4. The developer will not be installing any SELO buildings. All buildings labeled as
SELO/FB will be full basement buildings. Positive drainage is present on all lots to
accommodate sump pump discharge lines.
No revised plan set will be created for these comments. The contractor will be informed of the
additional rip-rap overflow for Pond 2 and its location will be staked in the field. Record
drawings will reflect the addition of the overflow.
In response to the closure of 64th Street NE, we ask that the developer may be allowed to place
the bituminous wear course on 64th Street NE in conjunction with the placement of the base
course within the townhome area. We feel this will better serve scheduling and allow a full
section to be present on 64th Street NE prior to the heavy construction traffic associated with
construction of the townhome areas. It has been our experience that the delaying of the wear
course an additional year severely degrades the pavement strength and durability due to the
absence of the full design section over a significant length of time.
