Guardian Angels, a faith -based, non-profit senior services provider based in Elk River, Minnesota, owns
15 acres at Kassel Avenue and County Road 18 in the city limits of Albertville. We continue to have a
strong desire, as part of our long-range planning and mission, to reach out to the seniors of Albertville.
We have been waiting to develop services for the frail seniors in the area of assisted living and memory
care, for the housing market to rebound from the current housing economic down turn. As noted by the
bond council of Northland Securities, there have been no tax exempt industrial revenue bonds sold for
senior housing of $5 million dollars or greater since before Thanksgiving of 2010. This bond market has
been Guardian Angels primary source of financing our development work. Our goal was to get our phase
one started this summer and open our doors in 2012. After pushing hard this winter in planning and then
reevaluating, we feel the need to wait for the economy to take a positive turn in the housing arena.
However, with that said, the Department of Housing and Urban Development (HUD) has just announced
their Notice of Funding Availability (NOFA) for HUD's fiscal year 2010 Section 202 Supportive
Housing for the Elderly Program, the Housing Act of 1959. Total funds available nationwide are $371
million for Capital Advance and Project Assistance Contract Funds.
The Minnesota's Minneapolis HUD office has been allocated 116 units for this funding cycle, with a
funding level of $16,725,294. There will be 81 units/apartments scheduled for metropolitan areas, and
Albertville is defined in this area. This program provides funding for the development and operation of
supportive housing for very low-income (30% of their adjusted monthly income) 62 years of age and
older.
Guardian Angels currently operates six HUD apartment buildings with 201 units in Elk River,
Zimmerman and Becker. We are as defined an eligible applicant as a private non-profit organization.
The Guardian Angels' Board of Directors at its March 10h, 2011 meeting unanimously approved the
HUD Form 92042 Sponsor's Resolution for Commitment to Project, to again resubmit an application for
47 units of Section 202 housing on Guardian Angels land on Kassel Avenue. Applications are due by
June 1, 2011 with funding being announced later this year by HUD.
We trust you will join in supporting Guardian Angels in submitting this HUD 202 housing application as
together we develop a sustainable quality senior network services with new job creation and employment
to strengthen the programs Albertville seniors currently need and will need to age in place in their
community.
