2003-04-21 CC Findings of Fact site Plan Review. CITY OF ALBERTVILLE 4-21-03 City Council Findings of Fact & Decision Site Plan Review Applicant's Name: Pope Associates — Albertville Crossings Building "D" Request: The applicant is requesting site and building plan review of a single story multi -tenant retail building to be located on Block 1, Lot 1, of Albertville Crossings. Planning Commission Public Hearing Date: April 8, 2003 City Council Meeting Date: April 21, 2003 Findings of Fact: Based on review of the application and evidence received, the City Council now makes the following finding of fact and decision: A. The Planning Report dated March 18, 2003 prepared by NAC is incorporated herein. B. Comments from the City Engineer, dated March 26 2003, are incorporated herein. C. The Planning Commission Recommendation for the application is incorporated herein. D. The site and building plans are consistent with the applicable provisions of the Albertville Zoning and Subdivision Ordinance as well as policies of the Comprehensive Plan. Decision: Based on the foregoing considerations and applicable ordinances, the Site and Building Plan Review is approved based on the most current plans, dated April 21 2003 and information received to date, subject to the following conditions: 1. Access and cross easement agreements must be provided between lots 1 and lots 2 for circulation and parking per the previous PUD Conditional Use Agreement and approved by the City Attorney. 2. A "No Parking" area should be striped and signed around the proposed hydrants on both the west and east sides of the site. 1 Albertville Crossings Second Addition, Building "D" Findings of Fact and Decision 3 3. The parking stalls to the north and south of the proposed monument sign should be eliminated, allowing for greater visibility of the sign as well as safer traffic maneuverability. 4. The northeastern most tree, a Patmore Ash located on the corner of La Center Street, is to be shifted approximately 5 feet to the south, to meet the 30 foot sight triangle requirement. 5. The submittal of colored building elevations. 6. Wall signage area on east, west, and north facades are to be at an area not exceeding 15% of the fagade area of the tenant bays 7. All grading, drainage, and utility issues.are subject to review and approval of the City Engineer. 8. The overhead loading door on the north building face is to be replaced with swinging doors and designed to match the character of the building. 9. Comments of other City Staff. Adopted by the Albertville City Council this 215t day of April 2003.
