2002-11-04 PH Notice on Proposed AssessmentNovember 4, 2002 Cascade H Land Company, LLC 555 3rd Street Elk River, MN 55330-1403 PID # 101-086-000010 NOTICE OF HEARING ON PROPOSED ASSESSMENT Notice is hereby given that the City Council of the City of Albertville, Minnesota, will meet at 7:00 p.m. on the 18th day of November, 2002, at the Albertville City Hall, 5975 Main Ave. N.E., Albertville, Minnesota, to pass upon the proposed assessment of costs related to the installation of street, curb, gutter, sanitary sewer, storm sewer, and municipal water on LaCentre Avenue south of 57`s Street in the City of Albertville. The properties proposed to be assessed are Outlots A and C in the plat of Albertville Crossing, Albertville, Minnesota. The amount to be specially assessed against your particular lot, piece or parcel of land (PID 9101-086-000010, Outlot A) is $325,362.30. You may at any time prior to certification of assessment to the County Auditor, pay the entire assessment on such property to the County Treasurer with no interest accrued to the date of payment. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. You may at any time thereafter pay to the County Auditor the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the next succeeding year. If you decide not to prepay the assessment before the date given above, the rate of interest that will apply is 6.1% per year. The right to partially prepay the assessment has not been authorized by City ordinance. The proposed assessment roll is on file for public inspection in the City Administrator's office at City Hall. The total amount of the proposed assessment is $411,019.00. Adoption of the proposed assessment by the City Council may be taken at the hearing. Written or oral objections will be considered at the meeting. No appeal may be taken as to the amount of the assessment unless a written objection, signed by the property owner, is filed with the City Administrator prior to the hearing or presented to the presiding officer at the hearing. An owner may appeal an assessment to the District Court pursuant to Minnesota Statutes Section 429.081 by serving written notice of the appeal upon the Mayor or City Administrator within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Mayor or City Administrator. Minnesota Statutes Section 435.193 through 435.195 authorize a municipality to defer the payment of assessments against homestead property owned by persons 65 years of age and older, or who are retired because of permanent and total disability under circumstances where it would be a hardship for such person to make the assessment payments. When deferment of the special assessment has been granted and is terminated for any reason provided in that law, all amounts accumulated plus applicable interest become due.
