We are in receipt of the above referenced plat for review in compliance with the provisions of
Minnesota Statute 505.03, Plats and Surveys.
The plat identified as Albertville Business Park was prepared by RLK for Darkenwald Real Estate.
Interstate 94 (I-94) has been designated as an Interregional Corridor (IRC). An IRC is an important
link between economic centers of the State. Controlled access along an IRC is a central focus of
transportation planning.
As you may be aware, Minnesota Environmental Quality Board (EQB) rules require that an
environmental review be undertaken for any project that has potential for significant environmental
effects. We suggest that the developer contact the EQB for further information about environmental
review requirements for this project. Developers on this property should also be made aware that the
rules of the National Pollutant Discharge Elimination System (NPDES) permit are in effect and can
be determined by contacting the Minnesota Pollution Control Agency, 520 Lafayette Road North, St.
Paul 55155-4194 or from their website at http://www.pca.state.mn.us/water/stormwater-c.htjnl.
We offer the following comments to the plat
• The developer needs to pond water on his own property and refrain from storing water on I-
94 right-of-way (R/W).
• The developer needs to perpetuate drainage at pre -development levels along I-94.
• Need to depict full access control along I-94, previously acquired by the State.
• "IF" the developer installs a chain link fence along I-94 or needs to work on the R/W, please

A noise analysis was not conducted due to the proposed use as commercial.

Streets
The proposed street extension is as shown on Figure No. 1. The streets would be built
in accordance with city standards for a 44-foot wide commercial road with concrete
curb and gutter, and a 9-ton design bituminous pavement.
Storm Sewer
The majority of runoff from lots would be collected into the proposed storm sewer.
The storm sewer would drain to proposed detention ponds located as shown on Figure
No.2. The storm sewer would be designed for a 10-year storm, and the storm water
detention pond would be designed for a 100-year storm. The ponds would outlet into
the wetland complex on the south side of the Outlet Mall. This wetland complex
drains easterly to School Lake.
Sanitary Sewer
New sanitary sewer would consist of 10-inch polyvinyl chloride (PVC) pipe, and the
services would be 6-inch PVC pipe. The sanitary sewer would drain easterly through
the city's commercial park to a new lift station recently constructed in the Towne
Lakes development.
Water Main
New water main would consist of 12-inch PVC pipe and the services would be 6-inch
PVC pipe. The new water main is part of the city's trunk water main system. As part
of this project, the 12-inch water main will be extended southerly across I-94 and
connect to existing 12-inch water main in the Karston Kove development.
Cost Summary
The total estimated cost for this addendum is $539,370. Table 1 summarizes the probable
cost of this project.

Probable Assessment
On new developments, city policy is to assess 100 percent of the cost to the benefiting
property. Assessments will be based on actual costs. The developer will determine how the
assessments will be distributed to benefiting property.

It is Mn/DOT policy not to construct any noise attenuation devices along existing transportation
facilities. Alternative measures such as building setbacks, use of local topography, or establishment
of earth berms on private land should be investigated.
