FRANKFORT TOWN BOARD
AND
PLANNING ~ ZONING COMMISSION

PRESENT: Den Pichler, Alfred Zachman, Dave Melanson,
Ray Daleiden, Jeff Zachman, Don 'Forsythe, Perry Zachman,
Glen Daleiden
The Planning ~ Zoning Commission requested a joint
meeting with the Town Board to discuss and clarify the needs
of the Township.
One issue discussed concerned the issue of the
cul-de-sac maximum length of 500'. The Planning and Zoning
Commission recommended the Town Board not approve tt1e
Frankfort Heights and Barthel Roll ing Hills developments
because each of the developments include cul-de-sacs
exceeding the 500' maximum. The Planning and Zoning
Commission was left with the impression that the Town Board
did not consider the Planning and Zoning's opinion.
Pichler pointed out that the cul-de-sac in the Barthel
Roll ing Hills development is a temporary cul-de-sac only.
It will someday join with other streets in property not yet
developed. The Frankfort Heights development was approved
by the Town Board because the topography of the land does
not allow the developer to alter the proposal.
Melanson pointed out that he feels the ordinance
requiring cul-de-sacs to be 500' or less is in error. He
indicated that cul-de-sacs are a good planning technique for
safety reasons. He also pointed out that the maintenance
man has no problems with maintaining cul-de-sacs.
Alfred Zachman does not approve of cul-de-sacs in new
developments. The Township should not encourage more
cul-de-sacs.
Forsythe feels the 500' maximum cul-de-sac is a
deterrent for new developments. Cul-de-sacs are dead-end
roads and should be avoided where possible.
The ordinance pertaining to cul-de-sacs was discussed.
Randy Marsh believed the ordinance was taken word-for-word
from the Wright County ordinances, but he does knot know the
reasons Wright County adopted this ordinance. Perry Zachman
recommended that the Township contact Wright County to find
out the reasoning behind the ordinance. If the ordinance
should be changed, the Township should take steps to do so.
If there are legitimate reasons for the 500' maximum, the
Township then should adhere to its present ordinance.
Alfred Zachman agreed to talk to the Wright County Planing &
Zoning to get the reasons this ordinance was passed.
Perry Zachman asked is the Township engineer and/or
attorney should attend the Planning & Zoning meetings. The
Town Board told Planning and Zoning to feel free to invite
the engineer and/or attorney to meetings when needed.
Melanson reported that he has asked the engineer to be more
vocal to the Planning and Zoning Commission concerning new
developments presented.
Perry Zachman suggested that the Township may need a
comprehensive water plan. He also suggested that the
comprehensive plan adopted by the Town Board be reviewed by
both boards.
Randy Marsh suggested that there are some building
ordinances that no longer comply with the state
requirements. He recommended a 1 ist of ordinances that may
need to be looked at be compiled. The Town Board agreed to
have the attorney work on redrafting several ordinance
changes already suggested at prior meetings, as well as any
additional ordinances to be considered. The Board set
November 1 as a deadl ine for the draft of the changed
ordinances.
The Planning and Zoning Commission members have heard
complaints over the plan to develop the Township only on the
east side of County Road 19.
Alfred Zachman reported that Wright County has sent two
copies of a Frankfort Township map. These maps will be
color-coded by zoning.
