1988-03-10 Pending Assessments for Streets MEYER-ROHLIN, INC. ENGINEERS -LAND SURVEYORS 1111 Hwy. 25 N., Buffalo, Minn. 55313 Phone 612 - 682-1781 March 10, 1988 City of Albertville c/o Maureen Andrews, Administrator Box 131 Albertville, MN 55301 Re: Barthel Manor Second Addition Pending Assessments for Streets Honorable Mayor and City Council: We have prepared pending assessments for Barthel Manor's Second Addition streets. In the process of doing so we detected an error in the Feasibility Study. The study was to be based in part on paving Barthel Drive from 52nd Street Northeast to a point approximately 225 feet south of 51st Street Northeast. This amounts to approximately 855 feet along Barthel Drive. The length used in the Feasibility Study was 1130 feet, however. The revised costs are as follows: Estimated Construction Engineering 13% Legal 1% Administration 1% Contingencies 5% Total Project Cost 104,017.00 13,522.21 1,040.17 1,040.17 5,200.85 124,820.00 Thore P. Meyer, Professional Engineer Robert Rohlin, Licensed Land Surveyor Assessments would be based on: 1. Barthel Drive costs would be assessed on a cost-per-foot basis. For the portion of the residential area which adjoins Barthel Drive, the costs would be spread over all the residential lots. 2. The park would be assessed for Barthel Drive and 51st street Northeast on a cost-per-foot basis. 3. Once the costs for Barthel Drive and the park are deducted from the total, the remainder would be paid for by the residential lots on an equal basis. 4. Property 014404 would be treated as four residential lots. 5. Property 014402 would be assessed as two residential lots. 6. Properties 014401 and 014403 would not be assessed. 7. Lot 3, Block 9, Barthel Industrial Park would be treated as one residential lot. 8. Lot 6, Block 8, Barthel Industrial Park would not be assessed. 9. Lots 7, 8 and 9, Block 8, Barthel Industrial Park would be assessed. 10. The total project cost used for calculating costs is $163,562.71. This is the amount currently projected for the bond. However, since our estimate was in error, the total amount to be assessed will most likely be reduced from this amount. ~ Using the above methodology, we have made the following calculations: Cost of Barthel Drive t Cost of 51st street adjacent to park Cost of remainder 54,744.43 12,692.46 96,125.82 163,562.71 Barthel Drive Assessments Lot Length Lot 1, Block 6 93.42' Park 501.97' Lot 3, Block 10 230.17' Lot 4, Block 10 608.57' Residential 202.52' 1636.65' % of Total 5.71% 30.67% 14.06% 37.18% 12.38% 100.00% Amount to be assessed $ 3,125.91 16,790.12 7,697.07 20,353.98 6,777.36 $54,744.44 Park Assessment 16,790.12 + 12,692.46 = $29,482.58 Residential Assessments 96,125.82 + 6,777.36 = 28 $3,675.11/10t Property 014404 Property 014402 4 x 3675.11 2 x 3675.11 $14,700.45 $7,350.23 If you have any questions, do not hesitate to call.
