MItigation m Area 5M, If done at thIs time, wIll be at the nsk of Edma Development As an alternative,
the CIty would be wIllIng to consIder an expansIOn of Area 1M or a SubstItute area m the 6th or 7th phases
of the development, If Edma can IdentIfy and secure a sIte
