I calculated the utility access fees for this site based on construction plans dated February 22,
2001. The site includes one building with spaces for four tenants. According to the plans, the
tenants would be a liquor store, two retail stores, and fast food restaurant with a drive thru. Using
the Metropolitan Council's SAC criteria, the first three tenants are one unit per 3,000 square feet
which is 3.14 units. The fast food restaurant is one unit per 22 seats, with 16 seats it is 0.73 units,
for a total of 3.87 units for this building. The following is a breakdown of the charges:
1. Sanitary Access Charge 3.87 Units
2. Water Access Charge 3.87 Units
3. Storm Water Charge 2.42 Acres
4. Quarterly Storm Water Charge 2.42 Acres
