Our department is in receipt of your Driveway Permit Application and permit fee for the
proposed construction of an outbound service access on the northerly edge of the outlet mall
property fronting on County State Aid Highway NO. 19 in Albertville, Minnesota.
I had an opportunity to do a field inspection of the location today and offer the following
comments. The site plan submitted with the permit is in conformance with our requirements in
regards to location and dimensioning, however, it should be approved by City of Albertville
officials as well. The following items are not on the plan and need to be addressed:
1. Sign types and locations on the plans do not match the required types and locations stated in
Virgil Hawkins letter dated 9-5-00. Please revise the plan to conform to the conditions in the
letter. (Copy attached).
2. In an effort to eliminate the tendency for outbound traffic to try and turn left onto CSAH 19,
the center concrete median needs to be extended northward a minimum of 50 feet. This work
could be included with the traffic signal placement at the main mall access if the City of
Albertville can include it in their project. A letter should be addressed to Virgil Hawkins,
Assistant County Engineer in this regards. If the site contractor completes the median extension
work, a $5,000 surety bond or Letter of Credit will be required as part of the permit approval. If
the median work is completed with the traffic signal project, the bonding requirements can be
part of that project.

3. The existing 15" diameter x 58 foot metal culvert under the existing construction access
should be removed and replaced with an 18" diameter x 60 foot Reinforced Concrete culvert with
tied sections and 12" of aggregate or rock bedding. This roadway will receive many heavy trucks
and will require a heavy duty culvert to withstand the traffic.
If these items can be added to the plans or agreed upon in a letter, the permit can be approved and
