-.Dear Mr. D'Aigle,
This letter is intended to document the meeting that was held last Wednesday, 10 January at our
office with you, your engineer Martin Campion of Otto & Associates, David Licht and me. You
presented us with a conceptual development plan dated July 1994, that was originally prepared
for development when the property was still in Otsego. The concept plan shows 111 urban lots
and was strictly used a starting point in discussion of anticipated development.
You indicated that you would like to proceed as soon as possible with development of the property
(which totals +/- 58 acres) and that you are also working with neighboring property owners (those
who are interested in development) to come up with a plat design that serves the joint needs of
the area north and west of School and Mud Lakes.
Processing of the plat was discussed and Martin Campion noted that Gary Hale had given the
indication that Planned Unit Development may be one option for the site. We stated that we are
---�j not convinced that this is the best application of such zoning classification and that evaluation of
the site is needed according to the requirements of the Shoreland District before the best method
of processing can be determined. Bob Kirmis of our office estimated 4-5 hours of time to
complete an analysis of development tiers as required under the Shoreland District at a cost of
+/-$250.00. You gave us your permission to proceed on this matter on 11 January 1996 and will
be receiving documentation of the analysis separately_
Some issues to be addressed with the forthcoming preliminary plat will be rezoning to R-1, sewer
service, water service, utility service (buried electrical lines), the surfacing conditions and possible
need to upgrade the abutting roads (Maclver Avenue and 70th Street), and future extension of
streets to the west. Lastly, we stressed the need to have a formal site survey done and lake/

wetland delineations completed which provide topographical data, shoreline boundaries, Ordinary
High Water Marks, flood elevations, etc. Since this will be necessary for surrounding areas as
well, to determine the best location for street extensions and the like, it is recommended that you
look into sharing the cost for such work with neighboring property owners_
Finally, I have done some research into other site issues which were relevant to the adjacent
Swanson proposal for the Belfany property several years ago, and which may serve to make you
aware of potential obstacles in your development. These include storm water runoff requirements
(ie: retention/detention ponds, erosion control, etc.), wetland mitigation, Department of Natural
Resources approval, proposed density and types of residences as they relate to the development
tiers which will be identified, required amount of open space, preservation of trees, park
dedication, and public access/trail needs. Lastly, the roadway configuration will need to be
revised to reflect an arrangement of lots and blocks in conformance with Albertville design and
construction standards (ie: limitation on cul-de-sac usage, spacing from 70th Street/Maclver
Avenue intersection, etc.)
