Albertville, MN 55301 RE: Submittal of Revised Clubhouse ulans and site develoument ulans for uarkin2 lot area in comuliance with the pun Master ulan Dear Mr. Lund: We have finalized plans for a clubhouse over the last three months and have selected Wirtansen Clark Larsen Architects to assist Pilot Land with final plan development. We will furnish working drawings to Kevin Mealhouse shortly for final plan review and building permit issuance. We are requesting his involvement early with our architect to verify code issues so the foundation slab can be created prior to mid September. We intend to work on the interior finish throughout the winter for a certificate of occupancy in 1999. Upon the issuance of and start of the clubhouse structure and with the start of the grow in period on August 7, 1998, all contingent elements of the PUD agreement will be complete, allowing for full development of the entire project. We believe that this project has evolved into a very strong golf course design and will be positioned within the metro courses. Site plans include provision of a paved lot of 198 stalls including a minimum of 2 Handicap stalls -atthe plUjed -dro{r-uff-area:We-believe Lhissatisfies-the-staLe IequilemellLs. We l:ulculateparking requirements as follows per the City ordinance. Golf Course 6 x 18 holes = 108 75% of the following accessory uses of restaurant & bar, banquet facilities, driving range. The listing of driving range within the ordinance, similar to the restaurant is if a project were a stand- alone facility versus an accessory use to the golf course as primary use. Therefore, the balance of accessory uses are calculated and provided for as follows: Driving Range: 15 Stations x 1.5 = 22.5 x .75 = 17 Clubhouse has 2 golf employees, 1 pro, no attendants, locker room attendants or caddies = 3 Restaurant has 824 SF floor area / 40 = 20.6 x .75 = 15.5 = 16 Kitchen has 25 SF with 1 cook, waitress and 1 bartender = 3 Banquet building is designed for a seating capacity of 300 /3 = 100 x .75 = 75 Project subtotal at clubhouse in code required stalls are 222. 13736 Johnson Street NE . Fax: 757-4094 We have provided a total of 276 stalls with 198 paved stalls, and designated overflow parking areas that are compacted base with grass over the top 4" for another 80 stalls. The south or main overflow lot along Highway 118 contains 36 stalls, which, if demand requires paving, creates 234 paved spaces. The plan as submitted satisfies code requirements. We will not start construction of the banquet building at the same time as the clubhouse in September, but desire full approval of the site plan and the building plans as submitted. Upon completion of the working drawings for the banquet building, the City would be able to issue the permit without any further review steps. Regarding the provision of grass overflow stalls, it is quite common for golf facilities to plan grass overflow parking expansion areas, which are rarely used but allocated for future expanded parking growth. This is very similar to how Fox Hollow evolved the success of their golf and catering facility. Based on my site review, they still would not have as many paved stalls as we will have from day one. By the time the Council reviews these plans, the parking lot will be completed. Over this Course's 5-year start up time (as referenced in your market analysis), we will be better able to determine how much of the overflow areas need to be paved due to regular use. We are also monitoring the use of new soil additives to minimize compaction similar to fire lanes in order to keep the grass long term, similar to college and professional sport team fields and parking areas. There is no need to create so much impervious surface for just a few days of the year. All maintenance and golf course superintendent parking is located at the far west end of the golf course in St. Michael. Maintaining a cost effective approach to operations success and up front expenses, it is important for the Planning Commission and Council to note that Wright County Highway department is preparing to "improve" and definitely disrupt Highway 118 during 2000 to 2001, and only after their completion of this road upgrade, will this facility achieve its peak operational potential. Previously, the Monticello office provided three-phase power to the irrigation pump house and standard power to the clubhouse. We wish to thank NSP for their diligence during all the disruptions you had to your crews during late June and July and delivering us the transformers prior to our start of seeding August 1. We would like NSP to work with the City and County to provide overhead lights on poles mounted along Highway 118 for the main parking lot entrance. This would be an important safety enhancement, which has typically been added to the City list of lights on other jobs. Similarly, we are requesting a light pole at the intersection of Karston Avenue and Highway 37 at the northern end of the housing development for similar safety purposes. The adding of a light at Highway 19 and 57th street is the most recent experience we have in NSP providing lights. In the absence of an installation prior to September 15 of a permanent nature, we are requesting the installation of a safe light under your temporary construction program. Please forward any necessary paperwork to my attention. We also desire a safe light installed at the maintenance building entry area in St. Michael, also on Highway 118. This would appear to conclude our needs for 1998 and allow us to begin planning for 1999 and our opening.
