DATE: Oct. 14 2002 RE: Erosion control at Kollville Estates 1 st & 2nd Additions First of all let me start with saying we resent the implication that "absolutely no attempt has been made by the builder to implement erosion control". H.O.L.C. has spent countless hours and resources to control the mess at Kollville. The streets there have been clean many days more than have been dirty. We have been working with Jon Sutherland constantly on improving our methods. I agree the day you speak of was a tough day and the project looked bad. We could come up with excuses why the erosion control is not up to city code. Instead I will try to stick to the facts. 1) The wettest year since any of us have been doing this. 2) The worst possible soil. 3) Narrow streets 4) Very limited space to work with. Putting all the facts together I really can not keep up with erosion control. The tight proximity ofthe buildings together with limited street space does not allow for the work force to gain access to the work site. This problem is compounded by the fact that we are keeping the work force out of the completed units section of Kollville. I have put up silt fence a dozen times only to see it get wrecked with in a day or two. I truly do not know how to deal with that. That all sounds like whiney excuses, but that is what I am faced with. This is what I have come up with to control the erosion best as I can. A) By the end oftoday the public street 64th street will be sodded completely. That will control that erosion. B) The remaining private streets will have straw bails placed over every storm sewer opening. Which will be fixed and replaced as necessary. C) The streets will be cleaned bi-weekly with our on site bobcat sweeper. More if needed. D) The two ponds will be drained and regraded to original specs upon completion of project or earlier if needed. I understand that this is not normal city procedure.
