Dear Scott:
Enclosed is an approved copy of your application for an access on Co :Rd 118 for the Cedar
Creek development. This approved permit (No. 9805) is for the golf course club house entrance
only as we discussed today. The access will be constructed in accordance with the conditions
stated in Virgil Hawkin's letter to the City of Albertville, dated October 3, 1997 (attached), the
Cedar Creek site plans and the attached permit. If you have questions regarding the application,
please call Virgil at 682-7387 or myself at 682-7386.
I understand that you will obtain the 24" x 64' metal culvert from a source other than Wright
County. I will forward a copy of the permit to the City of Albertville for their files.

These d~sign standards have been prepared in the interest of safety and public welfare as a guide to public agencies and private owners in preparing plans
and applications for entrances and eXits to and from County Highways.
The County. has acquired contro~led rights ?f ac~ess on. some sections of ~he highway system. . Anyone c~n~emplating acquisition or development of
property adjacent to a county highway which will require access to the hIghway should determine what limitations are in force before proceeding with
plans. This includes plat development.
Application for permission to construct entrance or exit driveways along county highways shall be made on forms supplied by the Wright County Highway
Department and shall be submitted to the County Engineer's Office.

DESIGN
DRIVEWAYS shall be at right angles to the highway for the total designed right of way width.
MINIMUM SPACING between driveway culvert ends shall be 16 feet.
MINIMUM DISTANCE along shoulder from driveway to projected right.of.way line of intersecting road, highway or railroad. 125 feet.
RESIDENCE DRIVEWAYS shall not exceed 16 feet in width measured at right angles to the center line of the driveway.
MINIMUM SIGHT DISTANCE. 650 feet.
The above. specified distance are minimums. Each access request will be reviewed on its own merits to determine if these distances are adequate.

CONSTRUCTION
1. All work done on highway right of way is subject to approval by the Highway Department.
2. Driveway shall be so constructed as to slope down and away from the shoulder line of the highway for a distance of at least 15 feet with a fall of at

4. Proper and adequate drainage facilities shall be provided as required by the Highway Department. The owner shall pay all construction costs including such
cost of the drainage structures as may be determined by the Department per Wright County Board Resolution No. 89-46.
5. The area on highway right-of.way other than that of the driveway itself will normally be in the form of a ditl;h.Modifications may be permitted provided
proper drainage is furnished and curbs, hedges or other approved safeguards are installed to prevent misuse. Proper authority for modifications must be
obtained from the County ihgineer of the Highway Department before any work is started.
REnUlREMENT~
1. No work under this application is to be started until application is approved and the permit issued.
2. Only one access per residential parcel is allowed.
3. Where work on travelled roadway is necessary, traffic must be protected, and flags, flares and proper barricades must be placed in accordance with the
standards of the Minnesota Department of Transportation.
4. Wright County Highway Department must deliver recommended culvert, bands, etc., as needed. No delivery will be made until the payment has been
received at the office of the County Engineer. Wright County will make the delivery within 24 hours of payment receipt.
Do not send cash. Submit check or money order.
5. No foreign material such as dirt, gravel, or bituminous material shall be left or deposited on the road during construction of driveway or installation of
drainage facilities.
6. Roadside must be cleaned up after work is completed.
7. After driveway construction is completed the permittee shall notify the County Engineer's Office that the work has been completed and is ready for final
inspection and approval by the Wright County Highway Department.
8. No changes or alterations in entrances may be made at any time without permission from the Wright County Highway Department.
9. Failure to comply with the conditions of this Access Permit will result in the County Highway Department seeking injunctive relief preventing
the use of the access until all terms of the permit have been complied with.

RE: Cedar Creek Golf Course Concept Master Plan,City of Albertville
Honorable Mayor, City Council Members, and Planning Commission Members:
We have reviewed the concept plan for the above mentioned development, dated August, 4,
1997, as submitted by Meyer RohIin, Inc. We have reviewed the concept plan with regard to
access to County Road 118 and County State Aid Highway 37 only. Aspects of internal
drainage, street improvements, and grading internal to the development should be reviewed by
the City Engineer for conformance to city standards. We offer the following comments.
1) A right of way dedication of 60 feet from the center of County Road 118 will be
required. The reconstruction of County Road 118 is in the County's five year
plan, scheduled for 1999. This will allow for the future construction as well as
leave room for utilities within the right of way. A right of way dedication of 55
feet will be required on CSAH 37 to allow room for a right turn lane.
2) Access permits will be required for each new access proposed onto both C.R.
118 and CSAH 37. Access locations must meet the County's access spacing
guidelines which are 1320 feet between accesses for low volume, non-
continuous streets. The existing accesses shown on the concept plan do not
meet these spacing requirements. Right turn and bypass lanes will be required
to be constructed for each proposed access. Specific requirements will be
identified on the approved permit.
3) A utility permit will be required for any utility work within the C.R. 118 or
CSAH 37 right-of-way. This will cover any sanitary, watermain, or storm
sewer work within the right-of-way. Specific requirements will be identified at
the time more detailed plans are submitted with the permit application.
