Dear Mr. Hale:
During the last several months, Albertville has discussed and now formally implemented a map for its trail
plan. Currently the City has adopted a plan which identifies parks, facilities, and trails. The City has
agreed that it should request developers to install trails along with road construction to minimize new
resident complaints about after the fact disruptions. In addition, the City attorney; staff and public
testimony both written and verbal is consistent in the recommendation that the trail construction be a credit
against any cash in lieu depbt per dwelling unit owed by the project for not providing land identified by the
plan. The policy is not complete in what the payment ratio should be to the developer for their work on
trails. Regardless of location, the developer will do the following in order to pay for the trails.
1. Have the consultant draw the trails and create a bid document.
2. Coordinate curb and gutter ramping and minimize small utility conflicts to enable smooth trail
construction.
3. Pay for the trails and incur the identifiable cost of borrowing and bid administration.
4. Coordinate inspection services of their engineer and the City Consultant.
5. Pay for any necessary staking and as built drawings by the consulting engineer.
All of the above items do consume time and resources which if the City were to perform them would be an
added cost to the project. In typical road or utility projects, the City consultant will tack on about 35%. Of
this amount 7 to 15 % could be deducted due to private work contracts piggy backing some of the above.
What this leaves is about 20% to 25% as a legitimate increase to the bid amounts for each particular phase.
Pilot land has attached bids from Parkside 4th and Center Oaks as data to support this issue. We propose
that at a minimum, the City accept the bid costs of trails within each subdivision and add 20% to determine
the park trails credit which is due the developer for trail construction.
The following minimum construction amounts are known for the following three projects. Should they not
be accepted with the 20% adjustment, by law and current approved development agreements, the City
would need to undertake a 429 bid process to construct the estimated 5805 LF and use park funds to pay for
the project. This does not include Cottages of Albertville development which paid about $40,000 in fees.

. Center Oaks current bid is to cover the Park corridor provided over the sanitary sewer between Karsten
and Kalenda Drive.. Length of 435 LF at 9.00 per LF. $3915 * 12 = $4698 worth of credit. At least
3000 additional LF is on the master plan which is yet to be bid by us. Assuming a bid more typical of
Parkside 4, 3000 LF at 10.00 will yield a net debt\credit of $30,000 * 1.2 = $36,000.
. Parkside 4 was processed using $500 per DU requirement. Trail costs are $10,050 * 1.2 = $ 12060Jor
satisfaction of an $8500 obligation. $3560 credit for use by Pilot on other sites.
. Parkside Third has close to 4,365 LF of trail on the Parks plan. a bid of $43,650 * 1.2 = $52,380 of
value. This value would be used by Pilot to offset other projects such as the golf course.
The bottom line is: Residents have now left sod out of areas where the City has designated walks to
occur. These areas will remain unsightly until the City authorizes us or SEH to do a 429 improvement.
Clearly the cheaper alternative is to establish a net savings to the City of 5 to 10% over the 429 process
by authorizing Pilot to construct the trails per our bids + 20% in the Parks ide 3 & 4 neighborhoods.
Some of this work could happen yet in 1997 as a result of action by the end of September or early

The ability to require residents to pay for a portion of the park dedication fee as part of the
building permit process and maintenance fee on a yearly per household basis was
questioned at the last meeting. Mr. Couri feels that this is perfectly acceptable provided
it is provided for under the general levy, as the state statutes likely won't allow separate
fees. We can amend our ordinances to require this at the same time we amend them to
establish or change other related requirements. The question is how much and will this
building permit addendum apply to existing subdivisions such as Psyk's?
As is currently indicated within the Park and Trail Plan, parks and all trail corridors outside
ot right-ot-way areas shall be designated as parks rather than outlots. However, some or
all of wetland areas which border parks may be designated as easements rather than
outlots to relieve the City of some maintenance concerns.
At the joint Planning and Zoning Commission and City Council meeting on the Park Plan
it was the consensus that trails shall be constructed at the time the final layer of asphalt
is laid on the streets. How do we approach the senior housing and Parks ide 4th
developments which were recently approved by the Council through the acceptance of
cash rather than the construction of trails? I assume the City will construct these when
they become apriority.
At the joint Planning and Zoning Commission and City Council meeting on the Park Plan
it was the consensus that developers should be requires to install trails where designated
and such costs would be deducted from the park fee requirement. I assume this will apply
to both trails within street rights-of-way as well as other thirty (30) foot corridors as
required. What about screening required adjacent to residential areas where trails pass
between lots? Who will install this (it has not been included in our cost analysis)~
Recommendation to the City Council should include an amendment to Section A-600.8 of
the Subdivision Ordinance which specifies sidewalk widths. The ordinance should be
changed to reflect the definitions of trail types, their locations, and widths as included in
the Comprehensive Park and Trail System Plan. Furthermore, the width ot required trail
easements (30 feet when located outside road right-of-way areas) should be addressed.
