BACKGROUND
EXECUTIVE SUMMARY
• Slumberland has submitted an application for site plan review and conditional use
permit for development of an outlet store upon City owned property in Albertville. The
parcel size is 3.46 acres in size. The property is located along CSAH 19 (La Beaux Ave
NE) at the southwest corner of Co. Rd. 19 and future 67th Street.
Land Use/Zoning. The site is currently zoned B-3, Highway Commercial and is
designated for commercial use on the City's land use plan.

Structures
The proposed improvements are in compliance with all lot area, width, setback height,
and lot coverage requirements.
Site Access. There are two accesses shown onto the property, both are off of 67tH
• Street along the north side of the property. The westerly access will include all truck
movements to the rear dock area and be 24 feet wide. The southerly access will also
be 24 feet wide and shall be posted for no truck access or similar language. There will
be no direct access from CSAH 19.
Parking. The ordinance does not specifically address furniture stores and the number
of required stalls. The general retail calculation would require 1 stall per 200 sq ft of
floor area. With this calculation 113 spaces would be required. According to the plans
52 stalls would be initially provided with 62 spaces available into the future. Three
parking stalls are provided for disabled persons. The stall sizes are 9 feet wide and 20
feet deep and the aisles are 24 feet wide. These meet City ordinance standards. The
ordinance allows the City to minimize the parking to be installed by CUP when proof of
parking is provided.
Building Type and Construction. The building is proposed to be 22,434 sq. ft. and
will face CSAH 19. The building will have a frontal exterior appearance consisting of
EIFS and two colors of Rockface. The building front will also have an Aluminum
Storefront Glaze System. The sides are proposed to be prefinished metal, which is not
permitted by ordinance. Section 1100.4 of the Zoning Ordinance regulates building type
construction. It states that all sides of the principal structure are to have essentially the
same or coordinated, harmonious exterior finish materials and treatment and metal may
only be up to 50% of the material used.
• Signage. Slumberland proposes wall sign that is approximately 240 square feet in size
and one freestanding sign at 30 feet in height and approximately 225 square feet in
area. This is cgnsistent with the proposed sign ordinance amendment to be considered
by the Planning Commission under a separate item.
Exterior Storage. No exterior storage is proposed as part of the application. There is
no trash area listed upon the site plan. Clarification should be made whether trash will
be contained within the building and how it will be removed. If trash is to be outside of
the building it shall be within an enclosed screen.
Grading/Drainage/Utilities. The final plans are subject to the review and approval of
the City Engineer.
Landscaping Plan. A detailed landscaping plan has been submitted. 13 Patmore Ash
are planned to line the streets, these trees will be planted so as to not interfere with
projected parking spaces along the outer perimeter. One Pin Oak is proposed for the
front along with 3 Swamp White Oaks within the parking median. In the rear, 5 Austrian
Pine are proposed to line the rear docking area. These trees will be 6 feet high.
Additional plantings are required along both street frontages. The ordinance requires
that a minimum of 16 ornamental trees or shrubs be provided per street frontage. All
• plantings shall meet or exceed the minimum sizes outlined.
Perennial beds are listed for the front walkway area. Sod will be planted in the front
Lighting. A parking lot lighting plan has been submitted that details the photometric
area that light will cover. However, fixture details were not submitted with the
photometric plan. The lighting as proposed meets the ordinance in that no foot-candle
brightness will be over 1.0 at the property borders.
boulevard area as well as the parking median and along the front of the building. A
seed/wetland seed mixture is proposed for around the wetland on the south side of the
building as well as along the western property boundary. Irrigation will be provided to all
planted areas.
Fire Dept. Review. Plans have been provided to the Fire Dept., no comments have
been received to date.
RECOMMENDATION
Staff recommends approval of the Site and Building Plans and CUP for proof of parking
subject to the following conditions:
1. The exterior materials of the building shall be modified to meet the ordinance and
shall be approved by the City Planner prior to issuance of a building permit.
2. The landscaping plan shall be modified to provide additional ornamental
plantings as required by ordinance.
3. Parking at 52 stalls shall be permitted with proof of parking provided per the plan
dated 7-16-02. Should additional parking be needed on site it shall be installed
upon request of the City or if the use changes.
4. All trash and recycling shall be accommodated indoors or within a fully enclosed
structure built out of materials to match the building.
5. Lighting shall be shoebox or similar style fixture with downcast lighting that
utilizes a recessed lens.
6. Review and approval of the fire department.
7. Review and approval of the City Engineer.
