Dear Kent:
On February 19 and 20, 1994, our wastewater treatment operator
Ken Lindsay observ€d extremely high inflows into the sanitary sewer
plant. In an attempt to determine what was causing these extreme
flows, he checked manholes within the city limits.
He found that two manholes in the Parkside Addition had not
been raised and groundwater was infiltrating directly into those
manholes. (I am attaching a map pinpointing the locations of these
two manholes.) According to the readings taken at the plant, our
operator estimates that approximately 800,000 gallons of water,
over and above the City's normal daily flow, were added to the
plant over the two-day period.
The City Council has decided to bill you directly for the
treatment of 800,000 gallons of flow into the plant. The city
currently charges $2.31 per 1,000 gallons of flow. Based on the
Ci ty' s current sani tary sewer rate, the charge for the excess
inflow into the plant is $1,848.00. You may remit your payment
directly to our office.
