Dear Kent;
Yesterday the contractor contacted us and indicated they would be
ready for gravel on the above-referenced project. However, in
examining the subgrade prior to placement of the gravel, I find
that it will be virtually impossible to put the gravel down this
year. The subgrade is very unstable and was being impacted by the
construction equipment. If the gravel were to be put dO\1ffi this
year, we feel that there is insufficient stability to guarantee
that the roadway would not fail in the upcoming years.
We realize your desire to get this project completed so that you
may obtain the necessary permits from the City; however, we feel
it would be a very costly and risky operation on your part to
proceed, and also risky on the part of the City to allow you to
proceed if there is a problem in meeting the City's Construction
Standards. It is therefore our recommendation that the application
of Class 5 and concrete curb and gutter be held off until the 1994
construction season.
