"'21 -4 y 1SS6 WRIGHT COUNTY DEPARTMENT OF HIGHWAYS Adam Ginkel Plowe Engineering, Inc. 9180 Lexington Avenue NE Circle Pines, MN 55014 RE: Plan Review for Albert Villas, CSAH 18 City of Albertville Dear Mr. Ginkel: We have reviewed the preliminary utility plan and construction plan for the above mentioned development that we received from you with your transmittal letter dated June 9, 2000. We have reviewed the plans with regard to access to County State Aid Highway 18 for this project. Aspects of internal drainage, street improvements, and grading internal to the development should be reviewed by the City Engineer for conformance to city standards. We offer the following comments. 1) The reconstruction of this segment of CSAH 18 is in the County's five year plan, anticipated for 2001. However, there is the possibility that this work may not be completed until 2002. Therefore, proposed accesses that would be constructed this year will be required to have turn lanes constructed this year also. The 65 feet wide right-of-way dedication will allow room for utilities, turn lanes, etc. 2) Access permits will be required for each new access proposed for CSAH 18. Right turn and bypass lanes will be required to be constructed for each proposed access. The right turn and bypass lane construction should be shown on the plans (turn lane layouts are enclosed for your use). Culvert information should be provided to demonstrate that an adequately sized RCP pipe is provided for ditch drainage. The most northerly access of KahI Avenue and CSAH 18 should be moved to the north as far as possible to create as much spacine as possible from the townhome access on the North side of CSAH 18. ' 3) A utility permit will be required for the proposed utility work within the CSAH 18 right-of-way. This includes the sanitary, watermain, storm sewer work, and construction of a bituminous pathway proposed within the CSAH 18 right-of- way. No open cutting of CSAH 18 will be allowed. Jack boring of all utilities crossing under CSAH 18 is required, consistent with the County's utility policy.
