I have reviewed the Environmental Assessment Worksheet (EAW) for the Minneapolis Factory
Shops in Albertville, Minnesota. The emphasis of my review was on Section 22. Traffic and
Section 28. Compatibility with Plans.
Section 22. Traffic -The EAW indicated a signal would be justified at the intersection of CSAH
37 and the westbound I-94 ramps based upon the peak hour traffic signal warrant. The practice in
District 3 has been to use warrant 1 or warrant 2 (eight hour warrantsl to justify a signal. More
details of the traffic analysis would have to be reviewed prior to determining if signalization at
that location would be appropriate.
Section 28. Compatibility with Plans - In the past, the City of Albertville has indicated that they
would like an off ramp from westbound I-94 to CSAH 19. This issue is discussed briefly in the
EAW. Due to the small lake in the northeast quadrant of the I-94/CSAH 19 interchange, a ramp
in a diamond configuration could probably not be constructed for the westbound off movement.
An alternative for the west bound off movement would be to fold the westbound off-ramp into the
northwest quadrant as a loop and relocate the westbound on- ramp to provide space for the loop.

If the City is still interested in someday constructing an off ramp from westbound I-94, they
would need to work with the developer to ensure that sufficient right of way is set aside and that
the set aside land would not be used for wetland mitigation. Failure to plan for the off ramp now
would decrease the likelihood that it could ever be constructed.
