Our office is in receipt of two (2) access permits for the
construction of driveways to new control facilities your company is
planning to install along the right of way on County State Aid
Highway No. 19.
1. Your first permit application dated April 26, 1996, is for a
location 678 feet south of 15th St. (Co. Rd. 146) on the east side
of CSAH 19. As you may know, Wright County is an~.i.cipating an
improvement project for this segment of CSAH 19 from Hanover to St
Michael in 1997 and is in the preliminary design stages for this
project.It will include shoulder widening, some turnlane additions
and a new bituminous surfacing including paved shoulders.
Our proposed right of way width for this roadway will have a
minimum width of 50 feet measured from the centerline in either
direction. Some areas will require 55 feet in turnlane areas to
accolrmodate the clear zone requirements for a roadway of this type.
Your proposal to place the cabinets for your control equipment at
approximately 35 feet from centerline will not meet the
requirements for the clear zone. Your cabinets should be placed a
minimum of 50 feet from the centerline to insure that you will not
have to relocate the facilities in a few months.
If you could coordinate your utility placement with the County's
project, you would insure that there wouldn't be a problem with
being in the construction limits or the clear zone. I plan on
starting Right of Way acquisition later this summer or early fall
when the plans have been put together. You could then. acquire an
easement on the outer edge of the new R/W or possibly fit your
structures on the outer edge of the R/W as long as any obstacles
are outside of 30 feet from the edge of the travel lane.

2. Your second permit application dated May 1, 1996, is also
located on CSAH 19 about 1/4 mile north of Interstate 94 in the
City of Albertville on the west side of CSAH 19. You are proposing
a similar control panel at that location. For this application, it
would be beneficial for you or a representative to meet with myself
and Mr Gary Hale, City Administrator for the City of Albertville.
The City is in the preliminary stages of approving :~ new shopping
mall on the west side of CSAH 19 in the general area of your
application. Mn/DOT as well may have on-off ramps to west bound
I-94 in the same vicinity. This may require some widening of the
CSAH R/W as well. It would be good to clarify your proposed utility
placement with the City's proposal before going ahead with the
installation.
