"I'he r~17 staff is now izt the process of reviewing the preliminary recommendations of the Planning Commission and making such changes are appropriate in the plaits and specifications and evaluating the budgetary eonsequences of those recommendations. 2. Since' ou have now mentioned it on se~~eral occasions in our meetizzgs, would~you please put together the proposed Development Agreement zn rough,draft form so that we can begin reviewing it. 3. We need to settle and resolve the de~relopzxzent fee issues. Specifically, we propa~' that the Developer acquire and deed to the City of Albertville the industrial land to the north of our commercial development in exchange for 10~?°l0 of the fees, charges, costs, etc, which would atl•,erwise be paid to tkie City of r'llbertville or agencies uzntrolled by the City of Albertville. It is very important that the two representatives from the City of Albertville appear at the next Joint Powers Board meeting. As we indicated to the Planning Commission, we believe that the Joint Powers Board~'might have granted us some assistance Iast evening except that neither of the representatives of the City of Albertville was in attendance so our; request got tabled. 1 think the next, meeting is on September 28, 1998. 5. We need to agree upon deflncd and specific development issues proce~;sing timelines which will result in our drawing a building peranit, includ~rlg a site excavation arld gradizlg permit no later tllall December 1, 1998. i 6. As indicated above, sortzeone frorlx JN1J k~as got to make a trip to your area on SepternUer 28, 1998 to meet with the Joint Powers Board. We would suggest that a joint staff meeting for planning, engineering and legal issues discussion be scheduled on that same date.
