aim Morse of JMJ Properties, lnc. has again initiated concept plan discussions
with City staff regarding the potential construction of an outlet mail in Albertville. This
issue was last pursued by JMJ in Spring of 1996. Shortly thereafter JM.I shelved the
project where it has remained until now.
When this proj~ct was last before the City, there was a lot of public talk about size
mall locating in Albertville and at least one industry trade magazine went as far as to
intervievtr Albertville staff regarding the proposed outlet mall. 1 suspect that this publicity
on our part made it harder for the Developer to sign tenants to leases, particularly sznce
many of the typical tenants in an outlet mall (e.g, Nine West, Liz Claiborne, Mikasa, eta.}
may be susceptible to pressure from the major department stores (i.e. "don't locate an
outlet so close to our department. stores or we may discontinue handling your products").
In light of thispossibility, l suggest that we as a City refrain from publicizing the
ongoing developments related to the proposed mall. While any documexxts pertainiiag to
this development must be made available to any member of the public who requests to
see them, vve do not Have to grant interviews nor da we have to cornrne?~t on the status of
the project. The mall remains only a proposal at this point. I belie~~e that we should
attempt to keep this as low key as possible for the time being..
I expect that once the Developer feels comfortable with the progress on the project
(and the progress in signing up tenants), the Developer will publicize the project to the
press and the community at large.
