FROM: MIKE COURI, CITY ATTORNEY SUBJECT: PROPOSED MINNEAPOLIS OUTLET CENTER DISCUSSION ITEMS DATE; April2lt 1998 I have taken the list of discussion items from our last meeting an the proposed outlet mall in April 1996 and updated it with some of the issues which >may anise based on the mast recent subimission by JMJ. This list is certainly not exhaustive, but should be a good start. Please feivl free to add any items to the list which you think should be discussed at next Wednesday's meeting. 1 am also attaching a copy of a June, 1996 letter to JMJ outliniu~g al.l City costs and fees which we could identify at that time. l expect there will be same discussion of these on Wednesday as well. Tlie issues identified to date are as follows: 1. What is the projected ground-breaking date and when does the first phase of the project expect to b~ open to the public? 2. WWTP capacity of 19,040 gpd needed far 1499 phase? 3. How will an additidnal 19,000 gpd affect the timing of sewer pleat expansion? i 4. What is the total estimated gpd to be used by the site when fully developed and best guess as to gpd denrtand tiameline? 3,000 gpd was the mast recent total estimate. 5. Do we reserve the 19,040 gpd ahead of Pilot's residential developments? 6. Trunk sewer charges for area? Do we need to establish a trunk sewer district for this area? 7. Will Lift stations be owned by City or wall it be private? b. How will sewer be extended up highway l9 (to serve property north of outlet mall), and who will pay for it? c. 1~il1 19,000 gpd accelerate die need to upgrade the 61~ street lift station? Additional 16,000 gpd? Tuning of lift station upgrade? 10. Do we need to establish a water trunk district for this area? 11. Looping of water ling? When, who pays? 12. Will the water main on J~MJ property be dedicated to the City? 13. How do cuixent sever and water plans affect the ability to develop an industrial park to the north of the outlet mall? Do we want sewer and water lines extended north between the buildings to theinorth property line? 14. Storm sewe~• to be maintained by developer? 15. Zoning issues-need to establish a. PU'D? Is an outlet mall currently allowed under our zoning ordinance? 16. Application fees. Who pays? 17. County Road l9 i~.provements--turn lanes, passing lanes, etc. Who installs? VVho pays for these items? 18. Traffic problems? Can the entrance to the Iv1all be signalized in the future without interfering with tl}e west-bound on ramp? What happens if Ck~an~ps aa~d other businesses develop~on East side of 19? 19. Should Lot b be an "Outlot" at this point? How will it be accessed and served with utifities? 20. Is the "park" area inn Lot 2 intended to be dedicated to the C`it~"? Park dedication credit for this item? Wlw will maintain the ponds on Lot 2? 22. Who wi11 maintain Outlot A, Developer or City? 23. Will the access road be a private road? Who maintains? Association? If a semaphore is installed at CRl9 and access road, who will pay for installatiai12 At what point should the County Highway Department be involved in the planning for this site? 25. Shoaid additional highway easement be dedicated along highway I9 for acceleration and deceleration lanes and future widening due to increased traffic generated by outlet mall? 27.1.94 Ramps--are they an issue at this point? Should they factor into a developer's agreement? , 28. hoes the City want to have JMJ dedicate a corridor on C)utlot A for a future west bound exit ramp? 29. Existing billboards to remain on the property? 30. Will the main sign; advertise only Lot 2 businesses, or those on otl~r lots (3, 4 and 5~? If also advertising Businesses on other lots, would sign be considered an additional `"billboard" due to'! off-site advertising for other lots?
