November 3, 1999 for the purpose of monitoring the progress of the proposed replacement wetlands and wetland buffer seeding areas. As you are aware, approximately 113.691 ft2 (2.61 acres) of wetland fill is associated with this project. As a result, 170,320 ft2 (3.91 acres) of New Wetland Creation and 202,990 ftz (4.66 acres) of Public Value Credit was proposed under the Wetland_Replacement Plan Application "Revised Plan" submitted by the client. The "Revised Plan" proposed five new wetland credit areas located in the southern and western pgrtions of the site, and three areas of wetland buffer seeding area located on the western and southern portions of the development. To maintain consistency with the "Revised Plan", these areas arelabeled NWC-1,2,3,4,5. During our site visits, the five proposed. mitigated wetland areas were observed. During the first site visit, none of the basins or the wetland,buffer seeding areas had been - completely developed. Most of the grading in all other areas appeared to be in progress and/or close to completion. By the last visit, it appeared as if the mitigated areas were completed or very close to completion. Photographs were taken at the designated Photo Reference Points in addition to several other areas throughout the site, - OBSERVATIONS NWC-1 is .located on the north side of the existing wetland that runs along I-94. PVC-1/PVC-3 facing westward (Photograph 4~ Area where former ditch. (I-5) drained with proposed PVC-1 to the left and PVC-3 to the right. NWC-4, located just to the right of-this photograph, had. not been.excavated or graded. PVC-2/I-4 facing southwest (Photo raph 5~ , Area I-4 has been filled while development of PVC-2 had not commenced; PVC-I.3/NWC-5 facin ng orth (Photoe~ph 6~ ' Looking northward at the end of the ditch with. proposed PVC1,3 and NWC-5 just to the left. CONCLUSION Based on our observations, it was quite apparent that all replacement wetlands and all wetland buffer seeding areas did not exist at the time of the visit. Area NWC-5 was partially excavated: -The Wetland Replacement Pian Application states that the site, grading (including wetland , replacement) should be completed by July 15, 1999. ~ _ The site will ,be continually monitored, and when the mitigated wetlands and wetland buffer seeding areas are' completed, they will be monitored according to the monitoring plan outlined in the Wetland Replacement Plan Application.
