Is requesting preliminary plat approval and PUD Development Stage Plan apprava! #or the JMJ Minneapolis Outlet Center located on the parcel of land zoned PUD, Planned Unit Development at the northwest quadrant of i-94 and CSAH 19. The plat contains 5 lots, one autlet and one remnant parcel of Land. Lot 1 encompasses the outlet center, proposed to be 250,000 square feet in area lglitll 50 stores, and future expansion area (57,000 sf) on 41.17 acres. The autlet center is expected to produce 400 fulUpart-time employees. Lat 2 is zoned !-1, Limited Industry, and B-3, Highway Commercial, and is not planned for development. Lots 3, 4, and 5 {within the Planned Unit Development District} are intended for use by restaurants or other complimentary commercial uses. Otatlot A is a large wetland and drainage area. The legal description of the subject property is attached. 2. The Planning Report dated 6 August 1999, prepared by NAC, inc. is incorporated herein_ 3. The Memorandums dated ~ August and 25 August 1998, prepared by SEii are incorporated herein. 4. The >,etter dated 8 September 1998, prepared by Michael Couri is incorporated herein. 5. The Letter da#ed 19 August ~ 998, prepared by the Minnesota Pollution Control Agency is incorporated herein. 6. The Letter dated 7 August 1998, prepared by Virgin Hawkins of the 1Nright County Highway Department is incorporated herein. 7. The requirements of Section 2700 (planned unit developments) of the City Zoning Ordinance and the platting provisions of the City Subdivision Ordinance have been met. Recommendation: Based on the foregoing considerations and applicable ordinances, the applicant's regae5t for approval Of Development Stage Plans and F~reliminarv plat have been approved based on the most curren# drawings and ~nforma#;on received #o date, subject to the following conditians~ Issues related to land use, street access, and conceptual subdivision of land to the north and west of the mall are discussed and resolved by the City Council. 2. The City rezones land to the west of the project back to !R1, Limited Industrial, and future public street access is obtained from the north, NOT through the autlet center property. 3. The Planning Commission and City Council find that the proposed development encompasses high standards of site and building design, creativity and efficiency in land uses consistent with the Planned Unit Deveiopment regulations. Arl grading, drainage, and utility issues are reviewed and approved by the City Engineer. 7. A!i issues related to on-site wetlands, including delineation and mitigation, are reviewed and approved by the Wright County Soil and Water Consen+ation District. 8. Ail traffic, access and circulation issues are reviewed and approved by the City engineer, Wright County Highway Engineer and the Minnesota Department of Transportation. 9. The requirements for open space, park dedication, and trail dedication are determined by the City Council based on discussions herein. 10. IF the eutd~r storage of refuse containers is desired, revised plans must be submitted showing their location and method of screening. 1 i. A comprehensive signage plan is submitted as discussed herein which conforms with all sign ®rdinance requirements. 12. A Planned Unit Development agreement and other agreements deemed necessary by the Ciiy Attorney (eg° property owners association, shared roadway and utility easement agreements] are signed by tha property owners. 13. Prior to project consideration at the City Council level, Ciiy staff and JMJ staff negotiate a cvstlfee structure to recommend to the City Council, 14.
