MARQUETfE Right of Way Agent 682.7388 We have reviewed the preliminary plans prepared by John Oliver & Associates, Inc., dated June 30, 1998, for the above mentioned proposed development. We have reviewed the preliminary plans with regard to the impact on the overall highway system, access spacing requirements, and associated utility work within the County State Aid Highway 19 right-of- way. Aspects of internal drainage, internal street improvements, and grading internal to the • site should be reviewed by the City Engineer for conformance to city standards. According to the preliminary plan submitted, the proposed development consists of an outlet mall that will generate an estimated 9,750 ADT (Average Daily Traffic) vohlme. The preliminary plan indicates that there will be one (1) access location along CSAH 19. We offer the following comments. 1) An access permit will be required to be completed and submitted for the proposed access to CSAH 19. Due to the nature of this development, being a major traffic generator, a number of impacts will occur to the highway system, some of which include the following. A) Geometric improvements, right and left ta~rnlanes wi?1 need to be constructed at the proposed access. A raised concrete median, for channelization of traffic will need to be extended to the proposed entrance road, and a traffic signal may be warranted in the future with potential development on the East side of CSAH 19 at this location. B) According to the EAW for this development, two (2) traffic control signal systems will need to be constructed on the County's highway system. One located at the CSAH 19/CSAH 37 intersection, and one located at the CSAH 37/ I-94 Westbound ramp intersection. Associated geometric improvements at these • locations may be needed also. Equal Opportunity / Affirmative Action Employer Page Two • Mr. David Lund, City of Albertville August 7, 1998 2) A minimum right-of--way dedication of 20 meters (65.6 feet) from the CSAH 19 centerline will be required along the plat length. If the City has any plans for an off road pathway, this amount will need to be increased. 3) A utility permit application must be completed and submitted for the proposed utility work within the right-of--way. The proposed watermain under CSAH 19 must bejack-bored, in accordance with the County's utility permit policy. The proposed sanitary force main to be connected to the existing sanitazy sewer manhole on CSAH 19 must bejack-bored also, per County policy. A performance bond will be required as part of the utility permit to cover the estimated cost of the improvements within the right-of-way. This performance bond amount will be determined by the County and be good for one (1) yeaz beyond completion of the work. The utility permit should be forwazded to the attention of Bill Cordell of our office. For the major improvements listed above, dealing with the traffic control signal systems and geometric improvements to the County's highway system, the City of Albertville and the County will need to enter into a cooperative agreement for these improvements to be made. These above-mentioned improvements to the County's highway system are not currently included, or budgeted for, in the County's five (5) yeaz construction program. A signed • cooperative agreement must be in place between the City and the County prior to any improvements being added to the County's 5-year construction program. It is the County's position that all of the improvements to the County's highway system that are necessary due to the proposed outlet mall development will be funded 100% by the City of Albertville. The City may elect to recover these costs through the developer's agreement that they will enter into with the outlet mall's developer. Future access along the East side of CSAH 19 will be required to line up with the proposed access location for the outlet mall, for traffic safety purposes.
