1998-11-18 Planning List of Revised PlansNORTHWEST ASSOCIATED CONSULTANTS INC COMMUNITY PLANNING - DESIGN - MARKET RESEARCH MEMORANDUM TO: Mike Couri FROM: Elizabeth Stockman DATE: 18 November 1998 RE: Albertville - JMJ Outlet Mall/Minneapolis Factory Shoppes FILE: 163.06 - 98.13 As requested, I am providing you with a list of revised plans and additional information that I need to complete my review of the project. ^ A revised final plat must be submitted showing Lots 2, 3, and 4 as outlots as is desired by the developer (reciprocal access easement agreement to be established in the future over the shared entrance driveway to serve these lots). ^ Site plan must show locations of all trash/recycling containers and the means by which they will be screened. Given the 8'8" width of the trash containers, the 25 foot rear access drive does not allow enough space for screening while still allowing the passing of vehicles and use of employee parking spaces when a delivery truck is unloading. The access drive should be widened. ^ Site plan must be revised to show a 20 foot easement along the entire frontage of Lot 1, adjacent to the CSAH 19 right-of-way to accommodate a future 10 foot trail. This will affect the parking layout of the future expansion area on Lot 1. The parking arrangement for this future phase must be revised, although it may abut the required 20 foot easement. ^ The future expansion area on Lot 1 must also be revised to indicate better circulation for trucks to rear loading areas. Trucks should not share the main driveway into this portion of the development as they likely could not make some of the turns shown. It is suggested that the rear driveway of the future development be connected to the rear loading driveway behind the adjacent building to be constructed in phase one. A second outlet for trucks should be provided which does not require use of the main driveway. ^ Detailed elevation drawings have not been submitted to me showing exact building heights, designs, and materials. To date, we have only received pictures and examples of signage regulations from other developments. We need both written and graphic details regarding signage so that the building inspector can easily review and approve sign requests when permits are requested. Anything that can be incorporated on elevation drawings is beneficial. Otherwise, separate drawings will be needed showing sign types, locations, sizes, materials, colors, and mounting/construction techniques. The site plan must show the locations of any freestanding pylon, pole or monument signs. ^ Letters of approval from Wright County Soil and Water Conservation District, Wright County Highway Dept, Joint Powers, etc. ^ All issues identified by the City Engineer are resolved and shown on revised plans. Please forward this memo to Mr. Morse, Mr. Knowlton and other individuals as may be appropriate.
