Upon our review of this plan, we offer the following Comments: 1. 1'he plant choices are hearty plants suitable for this location. 2. The tree selection (shade, ornamental, evergreen) all meet the City's minimum size standards for trees. The Nordic Holly at 15" in height does not comply with the 18" minimum standards for evergreen shrubs. 3. Since the preliminary plat approval in September 1999, the City has requested details on screening of the proposed trash receptacles. The landscape plan proposes the use of three five foot tail White Spruce along each trash receptacle pad. We believe that this is insufficient for the following reasons: a. The proposed trash receptacles (see Exhibit A) are 22' '! 0'/" long and 8' 8" tall. The proposed 5' tall spruce trees will not effectively screen the trash receptacles. b. The proposed trash receptacle pad sits at a higher elevation that the proposed landscape planting further reducing the effectiveness of the landscape screen. 8775 WAYZATA BbUL~V/1RD, $UITI= 555 ST. P.a3.'~6 To address this issue, we would recommend the use of five White Spruce in a . staggered raw along the trash receptacles. Additionally, the White Spruce should be 6 to 7 fee# in height. 4. Center Plaza Detail The Center Plaza detail proposes six White Spruce at the entrance to the Center Plaza. As the trees mature, they will screen the balance of Center Plaza. This will reduce visibility into the grassy mound area and may present security concerns for those peopl® using the walkway to access the rear parking area. The use of ornamental trees in conjunction with the grassy mounds may be more effective. 5, The locations of the White Spruce and the Biu® Bizon Spruce on the east of the Phase I building will obstruct a future driveway connection between the Phase 1 and Phas®2 developments. The landscape planting should be located in a manner that would not prevent Integra#ing the traffic circulation systems between th® Phase 1 and Phase 2 sites. 6. The design plan for the plaza area and along the sidewalk will be very complementary to the overall shopping venter design. 7.
