Processing
Comprehensive Plan Amendment from rural to commercial
Rezoning from B-3 Highway Business and A-1 Agricultural Rural to Planned Unit Development
(the Zoning Ordinance does not have -the commercial regulations in place to control regional
service uses such as the shopping centers via the Conditional Use Permit Planned Unit
Development process)
Subdivision of lots/outlots and platting of public street(s), including wetland mitigation plan,
utility/grading/drainage plan
Site and Building Plans, including exterior materials, lighting, topography, existing vegetation, and
a phasing plan
Building Standards
Building Setbacks: 35 foot front yard, 10 foot side yard, 15 feet from non-public internal
roadways
No building within a Planned Unit Development shall be closer to another
building less than one-half ('/2) the sum of the building heights. of the two
buildings.
Materials: High standards of architectural and aesthetic quality on all sides of the
structures -wood, stone, stucco, decorative concrete block, brick, cast in
place concrete or precast panels
The City shall review and approve the proposed style and color of the
structures
Vehicular Circulation /Parking /Loading
Parking Space Size: 8'/ x 20 for standard stalls
13 x 20 for handicapped stalls (1 per 25 spaces)
16 x 20 for van accessible handicapped stalls (5 foot access aisle)
One space of each 8 handicapped stalls required must be van
accessible

No more than two overall building identification signs
One sign permitted for each tenant with separate exterior entrances
No individual sign may exceed one hundred (100) square feet
Delivery signs are permitted up to nine (9) square feet may be located on
side or rear walls of the structures
Ground Signs: Shopping centers with four (4) or more occupancies may erect one (1)
ground sign per street frontage (single or double faced) to be used as an
ident~cation sign for the shopping center. Individual businesses within the
shopping center may not exceed .two hundred (200) feet in area, nor thirty
(30) feet in height and must be set back a minimum of twenty (20) feet from
all property lines.
Note: signs on accessory structures shall be considered ground signs
Required Fencing, Screening and Landscaping
Security Fences: Up to eight (8) feet in height
Screening: Parking, service, refuse, and loading areas
Screening, whether man-made or vegetative, must provide a complete visual
block to a height of six (6) feet
Landscaping: Property boundaries, adjacent to buildings -pedestrian scale, along
roadways to create the boulevard effect, throughout site for aesthetic
purposes
Park Dedication
Land Area: Five (5) percent of the development area
Cash: Fee equal to five (5) percent of the fair market value of the property (zoned
in the classification requested by the developer)
The fair market value may be agreed upon by the City and applicant, or may
be determined by a recent selling price of the parcel(s) in question.
Wetlands, ponding or drainage areas will not be accepted by the City as part
of a dedication unless in excess of the amount of land required.
