County Road 19 {the "Property"} as a potential site for as outlet shopping center. As ya~t laww, we subsequently optioned the Property. We master planzzeti the entire 135 acres for mixed commercial use, designating the mos# valuable frontage property for the factory outlet center and Outlots. Late Last year, we created and entered into an agreement with Properties, of iVluskeegan, Michigan, to develop 64 acres of oux development as a Factory outlet sltapping center, leaving the remaining $0 acres slated primarily far indu~~trial development. i write to you today comer-~~n~ the deveiopr,~nt of the industcial po~rtiozt of the Pr+opesty. In August of 1944, we asked the City to provide a number of incentives for developmern which 'we felt then, as now, were necessary to be competitive within the larger marketplace cif municipalities aggressively pursuing their ow7n growth. We were fortunate that aloe agreement with JM7 Properties did real did not require the off-ramp prior to the factory outlet :,enter. Further, we have additional problems today: 'tt is our understanding that the Property is within "Green Acres" and thus not eligible for industrial T7F; ar~ci, based upon our preliminary analysis, development of the Prapeity is burdened by the pr~semce of vcretlands of a much larger scope than vve had initially anticipated. As you know, though these wetlands tint of love quality, they remain subject to remediatian. Thos, perhaps as a prelude to a Development Agreement between T.he Cite of Albertville and Cahea Development Company, and perhaps as a means by which the Gity can assess its ability to wor}: directly with us or our industrial prospects, we ask that the City' consider the fallowing development incentives: 1. The City of Albertville should provide land for the industrial der~eloprnent. '~. The Gity of Albertville should provide all necessary' infrastr~tcttlre improvements to and on the property far the ~oposed development, including all uctilities, water, and any soil corrections, if required. 3. The t~ty of Albertville sllouid provide access roads and other quasi-public improvements to and otx the property to accommodate the proposed development. 4. The City of Albertville should assist the Developer in rezz~.ediation of any and all wetlands which adversely impact the development. 5. The City of Albertville should provide and allow the Developer to participate ixf any tax abatemestts, subsidies, ar Local Government Aid to ~$ extent available. b.
