Dear Mr. Cohen:
At your request, I am enclosing a copy of a traffic study
performed by Strgar-Roscoe-Fausch, Inc. for the Wright County
Highway Department regarding the proposed interchange at County
Road 19 and Interstate 94 in the City of Albertville. In our phone
conversation the other day, I mistakenly thought that this study
was the feasibility study for the project. The feasibility study
has not yet been ordered by the City.
However, the City engineer has reviewed this study and will
most likely recommend a folded diamond west-bound exit from I-94 to
County Road 19, similar to that proposed in Figure 5 (described in
Alternative B). The west-bound entrance would not be built at this
time, but MNDOT may build this ramp if traffic warrants in the
future. The engineer's estimate for the folded diamond exit is
between $750,000 and $900,000.
In order to construct the west-bound exit ramp in 1996, the
City will need to begin a rather lengthy process (including
feasibility study, etc.) with MNDOT immediately. If this process
is not begun now, the window on 1996 completion will close, pushing
the completion date back to 1997. As we have discussed, it is
unlikely that the City will begin this process without firm
development commitments from your office (preferably in the form of
a developer's agreement) that will allow the City to adequately
plan the financing of this project.

I am informing you of this not as a means of hurrying your
decision making process, but rather in keeping you updated on what
may be achievable within definite time frames. As we discussed,
proper development of this land will take time, particularly in
light of the rezoning and infrastructure improvements that will be
necessary.
As we also discussed, I appreciate your talking with Mr. Craig
Anderson regarding City involvement in relocating Otsego Tool and
proposed Omann Brothers businesses. To date, the City
Administrator, City Planner and myself see no real role for the
City in relocating either of these businesses. Their proposed
relocation would have to be worked out between your firm and the
businesses.
Apparently one of the consultants working for Omann Brothers
was lead to believe that your firm could relocate them to the back
of the option property within 30 days through some sort of deal
involving the City. As with all proposed developments, each
development will have to receive proper zoning and comply with the
City's ordinances relating to street access, uses, etc. before the
development can move forward. This process will undoubtedly take
much longer than 30 days. I would hope that these issues and
timelines could be more clearly conveyed in the future,
particularly since time appears to be of-the essence with Omann
Brothers.
