l have reviewed the site plans dated November 4, 2002, and have the following comments:
Sheet 2
1, The exact geometries of the access road intersection. with CSAH l9 cannot be determined
until a detail design of the intersection has been completed. Far Howl, the intersection design
i s close and is tentatively approved. The developer sha11 be made aware that madifi ations to
the access road may be required as the detail desi~l ofthe intersection is completed.
2. A 30-foot-wide drainage easement shall be provided along the drainage ditch at the south end
of the development. The easement width shall be measured froffi the center of the existing
ditcfs.
3. Car.,neral note number 6 shall be revised to r>rquire the disturbed area to be seeded within ~2
hours of completing rough grading.
4. The aced mi-x for the wetland mitigation area and rain garden shall be specified on the
landscape plaza.
5. A sidewalk and crosawal[c are planned on the north side of the CSAH y 9 intersection. A
sidewalk will need to be added to accommodate pedestrian traffic to the existing Qutlet Ma11.
Sheet 3
1. The fire hydrant spacing is adequate. However, the fire department requires a fire hydrant to
be adjacent to the building sprinkler connection. The developer, bolding architect and
mechanical engineer shall obtain written fire department approval for the fue hydrant
location.
2, The plan indicates sewer and water main crossings in the middle of the intersection of CSAH
].~ and tl~e Outlet Matt. This construction would cause considerable disruption to traffic in

the area. It is recommended that the sewer and water main crossings be shifted south of the
i ntcrsection.
3. The water main shall be revised in the northwest, northeast, and southwest corner to provide
for fltture extension of the water main, see the attached sketch.
4. The proposed locatioo of the sanitary sewer within the CSAH 19 rightrof--way and only 10
feet fmm the edge of pavement does create construction. challenges, would be expensive to
install, and will require Wright County approval. While the sanitary sevaer design works, i.t
would be bcne~cial far the developer, Wright County, and the Gity to work with the Towne
Lakes developer to find an aceeptab.le corridor across Towne Lakes to connect the sanitary
scorer to the trunl~ main to the north, see the attached sketch.
Sheet 6
1. Considering the subgrade sails that are typical in Albertville, construction of the proposed
parking lot pavemeaat section will be difficult. Parkizxg lot construction for phase 2 of the
Outlet Mall, which had a similar pavement design, was difficult and time eonsuraiz~g, it is
suggested that the pavement section be redesigned.
Everyone should be aware of the potential upgrade of GSAI~ 19. This upgrade may have some
minor effects on. the Outlet Mall development. The attached sketch shows how the CSAH l.9
upgrade would fit with the Outlet Mall development,
