We have reviewed the Tenant signage Criteria Manual for the Albertville Premium
Outlets comprehensive sign plan dated 7/03/03. In our review, we find it to be
acceptable with the conditions laid out for the Outlets Phase III comprehensive sign plan
which held them to the same criteria as the Phase I and Phase II. I have examined the
requirements and found them to be consistent with those criteria. Individual walls signs
that have been identified fall within the 15 percent of front facade requirement
established for Phase I and Phase II. The overall size and dimension of the individual
tenant identification signs fall within the size requirements outlined by JMJ in their initial
proposal
It is important to recognize as sign permit applications come in, that the Phase III
comprehensive sign plan lays out different sections that address different portions of the
Outlet Mall for Phase III. Section 4 represents the store front signage allocation plan

and D -have been identified for different tenants. All of these signs as identified fall
within the area requirements previously established by JMJ as far as size and
configuration. With the submission of individual permitsy City staff will have to review
them against the criteria for the specific sign type (A, B, C, or D).
Section 5 of the proposed comprehensive sign plan identifies wall signage on the
exterior of the shopping center. Consistent with the Phases I and II, some exterior
signage is being proposed on the west and south sides of the Phase III shopping
center. Again, these signs fall within the criteria that was previously approved for
Phases I and II. The construction details as well as sign placements will have to be
reviewed in conjunction with this Section 5 of the comprehensive sign plan.
The Tenant Signage Criteria Manual also identifies window signage that is allowed for
individual tenant bays. We find that the proposal avoids extraordinary clutter of the
tenant bay windows and as such, are found to be acceptable.
On July 21, 2003, the City Council reviewed the proposed sign graphics and approved
the changeover in the large pylon identification, the changeover in the small pylon
identification sign, the tower identification signs, the trolley stop signage, and the
directory signage for Phase I and II. In Phase III, the Council approved the center
identification signage, the new monument sign, the directory signage within the plaza
area, the trolley stop signage, and the tenant service blade signage.
The City Council did not approve and will not allow the vehicular directional signs that
are illustrated as Sheet V.1 or. the sign placement graphic. It was felt that the additional
signage along these major traffic routes wauid oniy add to congestion and safety
concerns by providing an additional distraction for motorists entering and exiting the
outlet mall.
With these approvals, the City should begin to use the Tenant Signage Criteria Manual
dated 7103/03 and the Environmental Graphic Programs dated 7/03!03 as the
comprehensive sign rules that will govern future signage for Phases I, II and III of the
Albertville Premium Outlets. The only conditions the Council put on were that the
vehicular directional signs would be prohibited and that all center identification signage,
including all the pylons, would have a dark background with light lettering to avoid glare
to adjoining properties.
