Dear Mr. Mayor, Council Members and Staff:
This letter is in response to public hearing notices received for a development to our eastern boundary of
Karston Cove and Cedar Creek North. We support the development in general but do have a few questions.
We currently have conflicts on the night of the Planning Commission and wish this letter to be added to the
record in case we are not able to attend in person. Our questions are as follows:
1. What is the intended phasing plan for the entire development?
2. What is the intended phase one size in dwelling units and streets?
3. What do the floor plans and elevations look like?
4. During our planning process we worked with NAC to create a plat which allowed for full development of a
community park to support passive and active play for this area of AJbenNille. We have attached a copy of
the concept we used to determine land dedication. Will this concept still occur? Adopting a concept plan
would allow for an efficient land dedication on the Kolles parcel and provide some certainty to the buyers
of the surrounding housing. In the past, NAC has required more land to be dedicated than is necessary to
locate facilities. If there is a change in facility use, then the land and parking required could become less
and the City could actually build the park sooner than later.
5. Will the City create a requirement to connect to 64th Street with Phase 1, and if so what timing will apply?
We would like to coordinate our street work, which would provide the water loop to their project along
with a second access for fire and emergency purposes. In exchange, we would get the gravity sewer.
6. Will any of the utilities and streets be built publicly under a 429 process? If so, we are still interested in
having the balance of 64th Street constructed using this system. .
These are the most significant planning and financial issues, which we dealt with during our approvals.
