Re: City of Albertville; Albert Villas Third Addition.
Dear Gary:
Pete Carlson, Albertville City Engineer, has recently informed me that there are
several approvals related to Albert Villas Third Addition which have not yet been
obtained. They are:
1. Discharge permit from Wright County allowing for drainage discharge into County
Ditch 9.
2. MPCA permit for the installation of sanitary sewer laterals.
3. State Health Department permit for installation of water main.
All of these permits will need to be obtained before construction work can proceed on
Albert Villas Third Addition.
In addition, it is my understanding that Pete has required revisions be made to the
plans and specifications for this project. These revisions will have to be made and
corrected plans and specs will need to be forwarded to Pete before construction begins.
Finally, the City has allowed construction to proceed on Albert Villas First and
Second Additions after Preliminary Plan approval has been given and while fmal platting
was moving through the approval process. However, as of this writing, there has been no
final plat papelWork submitted for Albert Villas Third Addition.

City Staffs' fITst preference is that final plat approval be received and a
Developer's Agreement signed prior to the commencement of construction. In limited
cases where the Developer is diligently working on fmal plat approval, the City has
allowed the Developer to begin construction before fmal plat approval and the signing of
the Developer's Agreement. Staff is not comfortable with construction before fmal plat
approval becoming standard practice. Please submit the fmal plat paperwork for Albert
Villas Third Addition.
I believe that this issue will be moot for Albert Villas Fourth Addition since this
issue will not get out of the planning commission until sometime in November and will
likely not be considered by the City Council until late November or early December,
which will likely be too late to begin construction on the site. Please feel free to contact
