I have reviewed the above referenced project, and have the following comments:
Preliminary Plat
1. The useable rear yard space of Lot 3, Block 12, appears to be limited and corrective
measures should be taken. These corrective measures would include, but are not
limited to, eliminating the lot or filling the lot and mitigating elsewhere.
2. It appears the 90-foot frontage at the setback line can be obtained at Lots 4 and 5,
Block 2, without the use of an "eyelid" on Kalland Avenue. Therefore, the "eyelid"
should be eliminated and the lot lines revised.
Street "eyelids" should be discouraged as they are difficult to snowplow and typically
do not add quality lots to the subdivision.
Sanitary Sewer and Water Main Plan
1. Trunk sanitary sewer access should be along 57th Street, and not along the north line
of the plat as shown. As proposed, the trunk sanitary sewer line will cross three
wetlands and a proposed detention pond before tying into the existing trunk sanitary
sewer east ofCSAH 19.

The construction cost for the trunk sanitary sewer, as proposed, will be greater than
at 57th Street due to poor soil conditions and dewatering requirements. In addition,
a total length of 1,850 feet of trunk sewer will be required as proposed with no lateral
benefit. This compares to approximately only 700 feet of trunk sewer along 57th
Street, with no lateral benefit.
2. An EA W needs to be completed for the sanitary sewer. This requirements has been
expressed to the developer on many occasions. The MPCA is the Regulator
Governmental Unit (RGV) overseeing sanitary sewer extensions. As such, the MPCA
will be required to complete the EA W after receiving draft information from the
developer. Based on my recent past experience, the time required to process the EA W
will be 60 - 90 days minimum. Again, this information has been expressed to the
developer on many occasions. Therefore, there does not appear to be adequate time
in 1995 to complete the EA Wand construct the sanitary sewer.
3. The use of oversized pipe for sanitary sewer to merely gain added depth is no longer
allowed by the MPCA and should be discouraged by the City. Pipe for sanitary sewer
shall be sized so that sewage flows at a minimum velocity of 2 feet per second at a
minimum depth of 1/3 the pipe size. This design requirement minimizes solids from
settling out of the sewage, thereby decreasing maintenance requirements.
4. Water main shall be extended north to tie in with existing water main in the Westwind
development.
5. Water main shall be located on the north and east side of the sanitary sewer.
Grading and Drainage Plan
1. A catch basin shall be added on the south side of 58th Street at the Kane Circle.
2. Drainage calculations shall be submitted for review prior to submittal of the final
grading plan. Ponds shall be sized so that the runoff rate after development will not
be greater than prior to development.
3. To avoid confusion and prevent drainage problems on individual lots as homes are
being built, the entire site of each phase, including lots, shall be graded according to
the final grading plan. A record drawing of the grading plan shall be submitted to the
City Administrator, Building Inspector, and the City Engineer.
4. The direction of the overflow for the northerly pond shall be indicated on the grading
plan. If the direction of the overflow is to the west, provisions shall be made on
Kalenda Drive to accommodate the overflow.
