At that time, our office asked for a complete and accurate legal description for the area. As I noted in a telephone conversation with Mrs. Roden, the petition is not complete until the requirements of the law are met. A metes and bounds property description was received on August 10, 1994 and has been forwarded to the Department of Transportation Mapping Section for review at a later date. You will be contacted if there are any problems. Amendments to Minnesota statutes 414, effective August 1, 1994, also require that the petition be accompanied by a resolution of the city council of at least one of the affected cities. We have not received any city resolutions. The Municipal Board cannot schedule a hearing on this matter unless we receive a city resolution from one of the cities. If both cities pass concurrent resolutions of support, no hearing will be necessary. If neither city passes a resolution, a hearing cannot be held. Strongly opposed to relinquish- ing any land and subsequent residential tax base, Otsego of- ficials now face a detachment request which could potentially trigger a domino effect along the city's western border. First to petition the Minne- sota Municipal Board last month was Developer Kent Roessler of Kenco Construction. Roessler plans to construct several houses on the SO-acre tract located south of County Road 37 after purchasing it from Leander and Eleanor Becker and Bernice Aydt.
