The primary areas of concern are the large centrally located wetland (wetland 1) and
County Ditch No.9 (wetland 4). These comprise 96% of the total wetland acreage.
These two wetlands are of low to medium quality, and the site plan alternatives have
been directed at avoiding and minimizing impacts to these wetlands.
Sequencing
A voidance: Efforts were made to avoid the wetlands at the site. While the agricultural
fields will be developed, the wooded areas and the majority of wetlands have been
avoided. 92% of the on-site wetlands will be avoided during the construction of the
Project. The preservation and avoidance of wetlands 1, 3, and 4 and the locations for
on-site mitigation were chosen specifically to use the existing hydrology and
topography to maintain the existing and created wetlands. Types 2, 3 and 7 wetlands
are avoided entirely.
Minimization: Impacts to wetlands were minimized. Impact to the natural features of the
site have been minimized. The topography of the project will be modified to aid in the
drainage of the site. Topography surrounding the wetlands will remain consistent with
the present contours. The proposed site plan minimizes the impact to the drainage
ditches of the site and allows for on-site mitigation through the site.
Approximately 52% of the impacts occur to the riparian drainage ditch areas of wetland
1. These impacts will occur as the ditches are realigned to match proposed lot
boundaries and enhance the site drainage. The drainage ditch wetland functions or
values will not be changed.
Another 39% of impact occurs to type 1 wetlands. These wetlands consist of plowed
agricultural fields and pasture areas. Portions or all of these wetlands will be filled, as
required, to create an appropriate lot size for the construction of a residence. The
immediate watersheds surroundings these wetlands will be degraded as so the wetlands
would not be able to maintain their function and value if avoided. Impacts to the
remaining type 6 wetlands make up 9% of the wetland impact.
The riparian drainage ditches of site wetland 1 will be crossed 5 times, and a "No Loss"
exemption is being requested for these crossings. The crossings will utilize appropriate
construction methods using best management practices throughout the construction.
The ditches will have a culvert placed in the ditch bottoms to maintain runoff and rate
controls and preserve the wetlands values and functions.
Mitigation: The total proposed on-site mitigation area is approximately 4.44 acres of
created wetlands and 4.97 acres of public value credit from the Projects NURP storm
water ponds. Mitigation areas have been selected to enhance the functions and values
of the impacted and existing wetlands. Rate control structures and locations will be
designed to assure the existing wetlands will retain their current functions and values or
be enhanced. The rate of runoff to County Ditch No. 9 will be consistent with current
conditions.
A summary of the calculations of the storm water ponds can be found in Appendix A.
Figure 16 shows the project area water sheds.

The county and regional roadway system provides access to 1-94. County Road 118,
part of the regional roadway system, provides access along the northeastern border of
the Project. The proposed use will match the adjacent communities and provide greater
opportunities for residence in the area. The project will add a significant development
onto the tax rolls to support the school system and community services.
The project site presently is zoned for agricultural use, however, the City of Albertville
has been requested to change the zoning to residential. Properties adjacent to the project
location have been developed for residential purposes.
Section VII.
Alternatives
A delineation of on-site wetlands was performed and a report prepared for the site.
Nine wetlands were reviewed in the field by Mr. Mark McNamara of the Wright
County Soil and Water Conservation Service. During the design phase of the project
three alternatives were considered. These alternatives are as follows:
Alternative I:
No build
The No Build alternative does not meet the residential requirements of the projected
additional population growth for this geographic area.
Alternative II:
Original site plan
The original site plan called for placing 376 single family residences on the 235 acres
and impacting approximately 6 acres of the 44 acres of wetlands. Impacts to types 1,2
and 6 wetlands were to be limited to the edges of the wetlands (Figure 6).
Alternative III:
Revised plan I
The revised site plan reduced the number of residences south of County Ditch No.9.
This site plan proposed placing 374 single family residences on the project area and
impacting approximately 5.5 acres of types 1,2 and 6 wetlands. Roadways were
changed in to fit in more residences. Impacts to wetlands were, again, to be limited to
the edges of the wetlands (Figure 7).
Alternative IV:
Preferred Alternative
The current project site plan is the preferred alternative for the Project. This site plan
reduces the number of residential units to 347, has less impervious surfaces, and more
mitigation areas. Topography and hydrology remains similar to the existing site
conditions. On-site mitigation will exceed the required 2: 1 ratio of created vs. impacted
wetland. The revised site plan calls for avoiding and preserving over 41 acres of
existing wetland and impacting 2.61 acres of existing wetland. Approximately 4.44
acres of created and rectified wetlands will be constructed near and adjacent to the
existing wetlands.
The density of the project was lowered by reducing the number of single family homes,
while maintaining the area of the project. The effort to minimize impacts to wetlands
has been achieved by avoiding the highest quality portion of the wetlands. Overall
impact to the site wetlands is less than 8 % (Figure 8 & 8a). Impacts to individual
wetlands are summarized in Table 1.

need for modification to produce hydric soils conditions.
Creation of the non-ditch mitigated wetlands will involve excavation using earth-
movers, bulldozers, track-hoes and other heavy equipment. Excavation to 1-3 feet
below normal high water levels of adjacent wetland areas will improve the chance of
success for each wetland mitigation site. Wetland elevations will be based upon the
placement of permanent bench marks surrounding the created wetlands. Bottoms of the
replacement wetland will be undulated and edges will be irregular. Buffer strips of the
wetlands will be graded to a minimum 5: 1 slope. After excavation has been completed,
a 3-6 inch layer of top soil may be placed within the excavated wetland to encourage
plant growth and development. Erosion control will be in place until native ground
cover establishes itself. Best management practices will be used to ensure replacement
wetland integrity and characteristics of the impacted wetlands.
To construct the drainage ditch crossings, the ditches will be excavated and the ditch
bottom will be prepared for the placement of a culvert to allow for drainage. Fill
material will be placed over the culvert, and roadways and utilities will be placed above
the fill material. The ditches will have a culvert placed in the ditch bottoms to maintain
present runoff and rate controls, as well as preserve the wetland values and functions.
Placing crossings in these locations should present no loss of function or value for the
associated wetlands.
Mitigation construction shall take place concurrent with the construction activities at the
site. Permanent hydrology monitoring pipes will be installed so the effectiveness of the
wetland success and development can be assessed. Fixed photo reference points will
be used to evaluate the vegetation development in the created wetlands. Buffer zones
will be planted using native plants to minimize erosion into the created wetlands. The
planting plan will be developed with coordination between the developer and the LGU.

Replacement Plan.
Section VI.
Project Purpose
The purpose of the Project is to provide single unit housing for the increasing
population of Albertville, Minnesota. The Project plan calls for the developing of a
235.17 acre parcel from agricultural fields, wooded areas, wetlands and two farmsteads
to residential property. The planned development consists of three phases over a five
year period (Figure 3).
Phase I is scheduled to be completed in 2000. Phase II is scheduled to begin
construction in 2000 to be completed in 2002, and Phase III is planned to be completed
in 2004. The initiation of construction is contingent upon the receipt of approvals, and
the rate of development is dependent on the need for housing.
Phase I includes the development of 43 acres for 43 single family residential units
(Figure 4). Phase II proposes developing 146 single family lots on approximately 92
acres in the central portion of the proposed project area (Figure 5). Phase III will be
composed of 158 single family lots on approximately 100 acres in the portion south of
County Ditch No.9 on the proposed project area. Included in this property are areas of
roads, parks, ditches, wetlands and utility easements.

Wetland Impact Method:
Portions oUhe wetlands located at the site will be filled using earth-movers, bulldozers,
track-hoes and other heavy equipment. Suitable on-site soils are available for wetland
creation. Outflows of avoided and minimized wetlands will be modified to ensure
maintenance and enhancement current wetland function and values.
Wetland Creation Method:
The proposed wetland mitigation areas have been evaluated for suitability for wetland
creation. The soils shown on the soil survey indicate excavation alone will meet the

Executive Summary
The KC Land Company and Pinnacle Engineering, Inc. (KC) are submitting a joint permit project
notification/application form to impact portions of the wetlands within a proposed project located in
the Southwest 1/4 of Section 2 and Northern 1/4 of Section 11 of the Frankfort Township. The
Project is located entirely within the City of Albertville, Minnesota. The application proposes the
development of the 235 acre site from agricultural fields into residential lots in three phases over a
five year period.
This permit application focuses on Phases 1 and 2 of the project, which includes development of
the site north of County Ditch No.9. Wetland issues concerning the third phase of the project will
be addressed in a supplemental addendum to the permit. This addendum to the wetland permit will
address any future requirements and will be submitted prior to the beginning of construction of
Phase 3.
A total of 43.97 acres of wetland have been identified within the total project area. 35.74 acres of
wetlands are present within Phase 1 and 2 of the project. Wetland delineations were performed on
the on-site wetlands, and reports were prepared for the site from October 1998 to May 1999. The
locations and conditions of the nine wetlands were reviewed in the field by Mr. Mark McNamara of
the Wright County Soil and Water Conservation Service.
The project proposes impacting 2.61 acres, or 7.6%, of the 35.74 acres of wetlands identified in
Phase 1 and 2. These four wetlands include Types 1, 2, 3, 6, 7 wetlands and riparian wetlands.
While the Wetland Conservation Act recommends approximately 5.22 acres of wetland mitigation
be performed in the watershed, the wetland mitigation for the preferred site plan includes a total of
9.41 acres of on-site mitigation. This includes approximately 4.44 acres of upland be used to create
replacement wetlands on-site with the remainder of the mitigation to be public value credit for the
project storm water ponds.
The primary areas of concern are the large centrally located wetland (wetland 1), and the County
Ditch No.9 (wetland 4). These comprise 96% of the total wetland acreage. These wetlands could
be rated as low to medium quality, and the site plan alternatives have been directed at avoiding and
minimizing impacts to these wetlands.
The field drainage ditches, which are part of wetland 1, will be crossed five times. A "No Loss"
determination is being requested for these crossings. The drainage ditches will have a culvert placed
in the ditch bottoms to maintain existing runoff and rate controls and preserve the wetland values
and functions.
During the project design, efforts were made to avoid and minimize wetland impacts by the
arrangement of roads, lots and storm water ponds. When impacts are unavoidable, the wetlands
will be filled only as much as required to create an appropriate lot size for building construction,
thus minimizing impacts to the wetland. Lastly, where wetlands will be impacted, on-site mitigation
at a ratio greater than 2: 1 will be achieved. The proposed quantity (acres) of wetlands exceeds the
previous quantity of wetlands, and the quality of wetlands throughout the site will improve due to
the control of the flow rate throughout the Project.
The proposed plan will compliment the residential nature of the adjacent developments. The plan has
attempted to avoid impacting wetlands and provide an economically viable development. The final
site plan for this joint notification application has been selected after several alternatives were
explored. The selected plan includes 347 single family homes, associated streets, and local parks.

NO LOSS DETERMINATION
KC Land Company requests a "No Loss" Determination for the drainage ditch areas impacted by
constructing roadway crossings over the Project drainage ditches. The ditches are drainage ditches for
agricultural fields located throughout the Project and will be crossed at five separate locations. County
Ditch No.9 will not be crossed during the first two Phases of the Project. See Figure 9 and 9a for
crossing locations. A permit for drainage ditch realignment impacts are being applied for under the joint
notification permit process.
To construct the drainage ditch crossings, the ditches will be excavated and the ditch bottom will be
prepared for the placement of a culvert to allow for drainage. Fill material will be placed over the culvert,
and roadways and utilities will be placed above the fill material. The ditches will have a culvert placed in
the ditch bottoms to maintain present runoff and rate controls, as well as preserve the wetland values and
functions. Placing crossings in these location should present no loss of function or value for the
associated wetlands.
Based on MN Rules, KC Land Company requests a "No Loss" determination from the local governmental
