SEH February 8, 2001 ~r.Scottl11elan Pinnacle 'Engineedng 1l00o-93'~ Avenue North Maple Grove, MN 55369 RE: Wetland Permit TEP Meeting Update Albert Villu Albertville, Minnesota Dear Mr. Thelan; The purpose of this letter is to ~sl:JrJ:lJ.'f:lari:r.e for you the Technical Evaluation Panel ('rEP) concerns from the TEP meeting of Jan\Uiry 10, 2001 regarding the Albert Villas development in Albertville, Minnesota. Concerns about the development south of County Ditch No.9 were discussed, as well as issues regarding the Cease and Desist Order. Cease and Desist Order TIle water level piezometers have been installed adjacent to Wetland 1 in the locations suggested by the TEP. In order to lift the Cease and Desist Order, the Wright County Soil and Water Conse~ation Service (WSWCS) has requested the as-built elevations from the bottom of the ditch along the western side of Wetland 1 and the roadway culvert to the south. It is the TEP's understanding that Rudd SUI"\7eying will complete the as-built survey shortly. The elevation data will be fot"INarde!;i .t~ the TEfl when completed. Other issues that were discussed by the TEP at the meeting included: . Survey In the top of the piezometers, . Collect water level measurements on a once-a~month basis for the first year of monitoring, . Correlate the water level measurements to monthly rainfall, . Use afbest management practices of reinstalling the silt fencing surrounding the construction areas (compliance with City of Albertville erosion and sediment control l'€quireroents), . Use of hay bales as an erosion control measure (same as above). Explain the need to impact wetland 8, . Locate the drainage tile in existing wetland 7 and establish its elevation, . Define the existing and proposed watershed of wetland 7, . The tEP feels that wetland 6 is so impacted by the project that they would like to see wetland 6 filled completely and mitigated elsewhere, . The TBP did not agree with the idea of a storm water pond impacting wetland 5, and . Explanation for the placement of a cu1~de-'5ac neElr wetland 5 in this location. The TEP also had S01l:le positive things to say about the project. A suggestion was made to use a two-cell storm water pond system, using a storm water pond to hydrate wetland 7 and wetland S, the poesibUity of PVC credit for enhancing some of the existing wetlands. The TEP was agreeable to the changes as long as the reasons for wetland impacts were well documented. Scott Thelan has discussed the issues and concerns with Matt Davich of Rud Surveying and he was going to rework the project designs to acconunodate the TEP requests. Pinnide Engineering suggests including the changes in an addendum in response to.the concerns and issues that arose in the TEP meeting. The addendum will address each of the concerns and issues. Forinstance, the reason f01' impacting wetland 8 is that the City of Albertville required 12,000 square feet of upland per lot for buildmg construction.
