We have received the preliminary plat for the above mentioned development that consists of
a commercial development that would be constructed on the west side of County State Aid
Highway (CSAH) 19, just to the south of 53`d Street. We have reviewed the preliminary
plat with regard to access and right-of-way issues along CSAH 19 only. Aspects of storm
drainage, street improvements, and grading internal to the plat must be reviewed by the City
Engineer for conformance to city standards.
We offer the following comments:
The proposed development will need to maintain existing drainage rates (i.e.,
the rate at which storm water is discharged from the site must not increase).
The City or project developer will need to submit before/after hydraulic
computations for both the 10 and 100 year rainfall events verifying that all
existing drainage patterns and systems affecting Wright County Highway
right-of-way will be perpetuated.
2. No direct access to County State Aid Highway (CSAH) 19 will be permitted.
Access from the proposed commercial development will be to Kyler Avenue
NE.
All existing field and/or driveway entrances along CSAH 19 within the plat
frontage, shall be removed.
4. Consistent with the NE Wright County Transportation Study, a minimum
right -of --way dedication of 75 feet from the existing CSAH 19 centerline is
required to accommodate the future 4-lane highway.

A utility permit will be required for any utility work within the CSAH 19
right-of-way. This will cover any bike path, sanitary, watermain, or storm
sewer work within the CSAH 19 right-of-way. Specific requirements will be
determined when a plan and utility permit application are submitted to Bruce
Leinonen, Permit Technician, of our office.
