New Build Taco Bell
Hwy 19 & 37
Who is proposing the project?
Border Foods is a locally owned company and operates franchised restaurants (under different entity names) for
brands Taco Bell, Pizza Hut, Wing streets, KFC, Long John Silver's and Au Bon Pain. Lee Engler, Co-founder,
President & CEO - has enjoyed a 25 year career in the Quick Serve Restaurant (QSR) industry. Collectively, the
company operates 175 restaurants with the majority located within the metro Twin Cities market and is the
thirty-third largest franchise organization in the country.
What is being proposed?
Border Foods is proposing a new build Taco Bell restaurant with drive thru at Hwy 19 & 37. The site is currently
vacant is part of a PUD and restaurant operation with a drive thru is a permitted use. All access into the
property will be via public and private roads installed as part of the PUD. It is our plan to construct the Taco
Bell after receiving all necessary permits from the City of Albertville for a late spring opening in 2007.
Fee Owner of the property
Border Foods Real Estate has a fully executed purchase agreement with the existing owner.
Site Layout and Design
The proposed site design shows a building on the east side of the property adjacent to county 37.
Access onto the site will be via a recorded private road agreement which is adjacent to the west. The site
design has a counter clockwise circulation flow. The site design incorporates a drive thru operation which has
an escape lane and a double ordering system. The drive thru operation has segregated auto stacking and can
accommodate seventeen cars, eliminating any impact on the traffic flow of the private road. Parking for dine in
guests is located on the west and south sides of the parcel and number 56 stalls. At the suggestion of the city
three additional parking spaces are placed along the west side of the private road to accommodate larger
vehicles. Drive aisle widths are 24'. The drive through sound system is placed separately from the menu
board, faces commercial property and away from any residence. Lighting foot candles drop to less than 1 FC
along the roadways and the type of fixture eliminates glare spillover.
Our landscape plantings will provide a variation of interest and color throughout the year and incorporate a wide
variety of trees, shrubs, grasses and perennials. Pavers are incorporated into the plan around the menu
boards and islands for safety, appearance and maintenance:
infill of the small areas with landscaping pavers which provides a smooth and even surface diminishes the
likelihood of a pedestrian trip and fall;
the use of landscape pavers proVides a clear sightline for drivers, for both pedestrians and other vehicles, as
they transition in and out of the parking stalls;

the use of landscaping pavers provides a more efficient way of picking up cigarette butts, gum and other small
debris discarded from cars in the drive thru lane;
the use of landscaping pavers is suitable for the small area in this confined environment where plant mortality
can be excessive. the availability of suitable plant material for these areas is minimal due to the necessity to
provide clear sightlines for safety and security;
the appearance of the fingers will be architecturally compatible with the building architecture.
Building Design
Border Foods will construct a one story, brick and stone building. This new exterior design is called the "Bold
Choice" design and has a footprint of 3,496 square feet. During the summer of 2006, we constructed this new
design at 9230 Lyndale Ave South Bloomington and have received very favorable comments from our guests.
The trash area will be enclosed within the building footprint to eliminate the unsightly exterior trash corral so
our guests and residents will not be subject to any negative visual impacts. It is large enough to accommodate
separate containers for waste and recyclable material. The restaurant personnel will pick up trash daily off
premise on publiC property and the private road. The mechanical equipment on the roof is screened from view
by the parapet wall. The building will be code compliant with a fully sprinkled, 24 hr. monitoring system for fire
suppression.
Border Foods Operations
Border Foods has received the City of Bloomington's Diamond Service awards in 2002 (category winner) and
2003 (category winner and best in the city) and 2004 (category winner Mall of America). Border has a
dedicated Manager of Quality Assurance and maintains dialogue with local and state health departments on
current as well as proposed practices and procedures. Border has in house training programs for sanitation
procedures and has been recognized by both the MN Dept. of Health and our franchisor as a leader in food
safety practices. Our staffing of certified food safety managers in our restaurants exceeds the state
requirements. A Border Foods staff member serves as a voting member of the Inter Agency Review Council of
the Minnesota Department of Health. All food service equipment in a Taco Bell is NSF approved and our
submission for health department approval includes cut sheets which detail the equipment specifications.
Signage
Signage is critical to our brand image and to our Franchisor. We are proposing to place a Taco Bell cabinet sign
on the highway pylon beneath the Culver's signage.
We are proposing building signage on the front of the building, over the drive thru window and over main entry
to the facility. Each of the drive thru ordering stations will be serviced by a single menu board that is 57 sq. ft.
Hours of operation
Up to Twenty-four (24) per day operation.
Timeline of the project
We would hope to able to begin construction immediately upon receipt of all necessary governmental permits.

Helping Little Heros, Hope for the City, the Food Shelf and the Minneapolis Aquatennial programs.
