The purpose of the excavation observations was to assist in evaluating the suitability of the soils encountered in the excavation bottoms for fill and building support. The purpose of the compaction testing was to evaluate the effectiveness of the compaction procedures being used by the excavating contractor and to determine if the densities obtained in the field met the minimum project specifications. Available Information We were provided with a grading, drainage and erosion control plan prepared by Meyer-Rohlin, Inc. (Meyer-Rohlin) dated April 7, 2005, last revised June 22, 2005. Braun Intertec performed a geotechnical evaluation for this site. The report, dated March 30, 2005, Braun Intertec project number AL-05-00769A, was referenced to verify subsurface soils conditions and recommendations. Proposed Construction The development will consist of constructing single-family home building pads with associated roadways and utilities. The grading for this phase of the development includes: Lots through4, Block 1, First Addition Lots 1 through 19, Block 2, First Addition Lots 1 through 9, Block 3, First Addition Lots 1 through 10, Block 4, First Addition Lot 1, Block 5, First Addition Lots 1 through 22, Block 6, First Addition Lots 1 through 6, Block 1, Second Addition Lots 1 and 2, Block 2, Second Addition Lots I through 4, Block 3, Second Addition Providing engineering and environmental solutions since 1957 H Minnesota Development Agency Project AL-05-00769 November 29, 2005 Page 2 Lots 1 through 5, Block 4, Second Addition Lots lthrough 9, Block 5, Second Addition Lots 1 through 4, Block 6, Second Addition The single-family homes will have full -depth basements with concrete or masonry bearing walls to first floor level or adjacent outside grade, with wood -frame construction above grade. Typical spread footing foundation systems will be used for building support. We assume the footing pressures will not exceed a maximum net allowable soil bearing pressure of 2,000 pounds per square foot (psf). Some of the building pads required compacted fill to be placed to attain building grades and some of the building pads will need to be excavated (or cut) into native soils to reach building grades. Cut -to -Grade Lots Cut -to -grade lots require excavation into natural soils to establish footing grade. During excavation for the footings on these lots, we recommend that footing subgrades be observed by the builder, excavating contractor and the city inspector. If questionable or poor soil conditions are encountered, we recommend that a geotechnical engineer perform observations to further evaluate the soil conditions. These "cut" lots include: Lots 6, and 9 through 18, Block 2, First Addition Lots 7 through 10, Block 4, First Addition Other lots required minimal amounts of fill and may be constructed with footings on natural soils. These lots are not listed here but can be determined by reviewing the 79g tabulation. Excavation Observations Lots requiring compacted fill were observed after site stripping of topsoil and removal of any deeper, unsuitable soils. The excavation observations were performed by an engineering assistant during the site grading from July 7 to August 3, 2005. During the site grading, Dennis Fehn Gravel and Excavating, Inc. (Fehn) typically stripped surficial topsoil and vegetation from the building pads and roadways with bulldozers and scrapers. When needed, a backhoe was used to remove unsuitable material. Our excavation bottom elevations and oversize measurements were referenced from offset stakes provided by Fehn based on the staking provided by Meyer-Rohlin. The exact location of the building pads is therefore the responsibility of the excavating contractor and surveyor Visual observations were performed to aid in evaluating the suitability of the soils encountered in the excavation bottoms. In addition to observing the excavation bottom and sidewall soils, we performed random hand auger borings up to 3 feet deep. The soils exposed and retrieved were classified in general accordance with American Society for Testing and Materials (ASTM) D 2488 procedures. Estimates 1 were made of the soil strength properties by judging the force required to advance the auger. 1 1 Minnesota Development Agency Project AL-05-00769 November 29, 2005 Page 3 Soils encountered in the excavation bottoms typically consisted of lean clay and silty sand. Based on the effort required to advance the hand auger, the granular soils were judged to be medium dense and the clay soils were judged to be medium. The excavation to remove the unsuitable material was also extended at least 1 foot laterally for each foot of fill required below proposed footing grades (1:1 oversizing). The attached sketch and 79g tabulation outlines the approximate excavation bottoms and oversize measurements. Engineered Fill Engineered fill placed to establish building and pavement grades consisted mainly of lean clay taken from other portions of the site. During the site grading, fill was typically placed in 6- to 12-inch thick lifts with scrapers, spread by bulldozers and then compacted using a large sheepsfoot compactor. Compaction Tests A total of 76 compaction tests were performed in the engineered fill placed in building areas during the site grading. The locations on the compaction reports represent the specific area and elevation noted. The minimum density requirement of the engineered fill placed in building pads was 95 percent of standard Proctor density (ASTM D 698). In areas requiring more than 10 feet of fill, the minimum requirement was increased to 98 percent. All compaction tests performed in the building areas met or exceeded the minimum density requirement. Summary Based on the results of our borings, excavation observations and hand auger probes, it is our opinion the soils encountered in the observed excavation bottoms are suitable for fill and building support. IBased on the staking provided by others, it appears the observed excavations were adequately oversized. Based on the results of our compaction tests, it is our opinion the engineered fill placed in the building pads is suitable for house support. As the lots are constructed on, we recommend that the footing subgrades be observed by the builder, contractor, and the city inspector. If questionable or poor soil conditions are encountered, we recommend that a geotechmcal engineer perform observations to further evaluate the soil conditions. General Remarks The graded building pad locations are shown on the grading plan prepared by Meyer-Rohlin, Inc. dated April 7, 2005, last revised June 22, 2005. The area corrected for a proposed building is a specific area shown on this plan. The exact locations and preparation of the graded building pads is the responsibility of the excavating contractor. 1 1 Minnesota Development Agency Project AL-05-00769 November 29, 2005 Page 4 We caution any builder who builds on this project to carefully evaluate the location of the proposed building with respect to the corrected building pad. A building situated on a lot that is not located within the corrected pad location may not be founded on suitable soil or have adequate oversizing for lateral support of the fill or foundation loads. If a builder is unsure as to the location of the corrected pad, or if they are suspicious as to the suitability of the foundation soils, it is recommended we be contacted to assist the builder in locating the building pad and suitable foundation soils. No established national standard exists for excavation observations. We have used the methods and procedures described in this report to evaluate the exposed soils. Other firms may use different procedures to evaluate bottoms of excavations.
