Our records show you had previously authorized us to complete the required monitoring of the replacement wetlands on the Hunters Pass site in Albertville, Minnesota. The Wetland Conservation Act (WCA) requires that an annual monitoring report be submitted for all wetland replacement projects according to the MR 8420.0620, subpart 1. The WCA rules require replacement wetlands to be monitored for a five-year period, although the rules also allow monitoring to be suspended if a Technical Evaluation Panel deems the replacement wetland(s) to be fully functional. The purpose of monitoring is to ensure that the mitigation site has met the goals of the replacement plan. Up to three annual visits take place to evaluate the success of the mitigation area and assess soils, hydrology and vegetative conditions during the growing season (April through October). We also complete an annual monitoring report for submittal to the appropriate LGU. Our goal is to ensure the success of the wetland mitigation and provide for the most rapid recovery of any money you have tied to mitigation areas. As a reminder, in the 2008 Annual Monitoring Report we recommended the following items to ensure the mitigation on this site meets the mitigation requirements and will ultimately count as replacement. • Prairie Restorations should continue spot herbicide applications to weedy and invasive species in all Replacement areas through the 2009 growing season. Particular attention is needed in buffer adjacent to Replacement Area 6 and both wetland and buffer areas of Replacement Area 7. • Replacement Area 3 should be delineated in 2009 to determine its actual size. 26105 Wild Rose Lane, Shorewood, Minnesota 55331 • Phone: 952-401-8757 • Fax: 952-401-8798 Buffer signs should be installed adjacent to all replacement wetlands to deter future encroachment. Again, this is just a reminder that we will be returning to the Hunters Pass site for monitoring in 2009. Feel free to call me at 952-401-8757 if you have any questions. Sincerely, Mothaue Environmental Services Company, Inc. Kelly Kunst, Monitoring Coordinator
