Re: CSAH 19 Pedestrian Issues
Dear Virgil,
The public response to the signing additions that were made in the Outlet Mall area has shown to be
somewhat ineffective to date. It appears that some pedestrian behaviors intentionally violate the
pedestrian restrictions prohibiting crossing CSAH 19 away from the signal at the Outlet Mall entrance. I
have been instructed by City Council members to request that Wright County approve the installation of
an insurmountable fence to effectively block pedestrians from crossing CSAH 19 directly between the
Outlet Mall shops on both sides of CSAH 19.
The suggestion made was to install a fence in the median or to install a fence on the west side between the
trail and the curb. I understand that you had discussed these possibilities with the Outlet Mall
representative last year. While a fence on the east right-of-way line may serve public uses better, this
location is poorly suited due to the ditch carrying surface drainage on this side of the roadway.
If this request or other measures are deemed advisable by your office, please let me know what steps
might be taken to alleviate this safety issue. Thank you for your time and assistance regarding this issue.
