I have reviewed site plans for the new Hunters Pass Est(ites development On 70th Street
NEandMaciverAvenue NE that were provided by the CityofAlb~rtViUe. The
development appears to consist of approximately 72 previously undeveloped lots. This
report details myreview of these plans to determineifthey are reasonably in
compliance with the 2003 Minnesota State Fire Code for Fire Service Features found in
Chapter 5 of the Fire Code. Futrell Fire Consult and Design Inc. (FFCDI) is involved in
ttle revieWofthese plans based on your city's contract with usto.provideplan review
services. Any comments in this review should be ronsidered recommendations for your
consider(ition,since. FFCDI isnotthe Authority Having Jurisdiction. for fire protection..
issuesin ttle City of Albertville,nor is FFCDI the engineer or designer of record for this
project.
The scope of this review is limited to the fire service features and related site. water
supply. for firefighting purposes. Any opinion of compliance should in no way be

developer to proceed. on the project. Finally, this review is based on evaluation with the
codes and ..standards applicable to . Minnesota and does . not include determining.

It is. expected. that this review would need to be mbdified based on data not. included in
the ab()vellst, should .allofthe relevant material not be provided. Information about
specific materials in the forrp of man ufactu rer's cut sheets or literature<were not
provided, thus this. review'does not include analysis of any specific product or its
suitability .for use.
STANDARDS USED TO CONDUCT THIS REVIEW
This plan review is based on the following standards as adopted in Minnesota:
· Minnesota. State Fire Code (2003). comprised of the 2000 International Fire Code
plus state amendments (MSFC).
· Minnesota State Fire Code (2003) optional Appendix ChaptersB,C and D.
ADDITIONAL INFORMATION USED TO CONDUCT THIS REVIEW
The following information . was obtained .from the submitted plans and . other source~ as
indicated:
1. Water flow test inforrnation:None provided. However, I contacted theAlbertvifle
Water Department and was informed that water mains have not yetbeeninstalled
forthi.sarea. .
2. You indicated that these will be sing Ie.-fam ily residential properties.
RESULTS OF PLAN REVIEW
Theconstruction type and the use occupancy have notbeenindicatedbn th~ drawings.
In addition, the submittal does not indicate whether or not these buildings will have
automatic sprinkler systems. It is assumed that they wi" not have automatic sprinkler
systems. On that basis this. review Will indicate the minimum requirements, in general,
and. if and when. additional information becomes aVCiilable changes maybe necessary to
the conclusions in this letter.
Listed below you will find the items. included in the review. I have indicated whether or
not each item appears to comply with the.provlsions in the Minnesota State Fire Code,
the NFP A Standards, ,or other nationally. recognized standards.

Fire Department Access Roads:
3. Based on thecurrent.layout, it..appears that the west end of 69thCircle.NE(67th
Street NEonsheet20f:3) will be a dead end street more than 150 feeUong, aUeast
for some period qftime. Jnaccordan~ with MSFC (2003)$ection 503.2.5 that
street shall be provided with an approved area for turning. the fire apparatus.
4. Dimenskms, constructiOn, surface, turning radius, and grade shall comply with
MSFC(2003) Section 503.2. Based on MSFC Appendix Chapter D. a nationally
recognized standard of 9000 practice, and data applicable to typical fire department
ladder apparatus, we recommend a minimum 33-foot inside turning radius and48
foot outside turning radius for the access road withaminimum clear width of 20 feet
This could be larger based on any special apparatus irlyourfire department.ltw()uld
appear turning radius and access road layoutis in compliance with the MSFC.
5. Itappearsthatthe minimum dimension (width) of 20 feet is maintainedoverthe
length ofthe proposed apparatus roads, thus they appear to be incompliance with
the MSFC. .
Fire Department V\(aterSupplieS:
6.. ~ire protection water requirements shall be in accordance withM$FC~(2003)Section
508 and MSFC AppendixB(anationaUy recognized.standard). For one- and two-
family dwellings, with fire areas that do not exceed 3,600 square feet, the minimum
fire flow is required to be1 ,000 gpm.For dwellings havinQafire area in excess of
. 3,600. square. feet the minimum fire flow.is required to be .1,500 gpm for two hours at
a minimum residual preSsure. of 20 psig.
7. Water supply test data.was notprovided and does not appear to be avaUableiand
thus could not be verified. Itis recommended that the developer or design team
confirm with the City that the system can provide the minimum required. flow rate of
1,500 gpmat 20 psi. residual pressure for a duration of 2 hours.
8. Fire hydrant locations are nofindicated and shall be in accordance with MSFC . .
AppendixC(nationally recognized standard). The minimum number of hydrants has
not. been indicated and the average spacing between hydrants shall be 500 feet
excepffor the dead end street Where it shall be 250 feet.

primary issues, should you wish to confirm their correction:
· Verifythatthe, actU(~lwater supply is. able'to support thelllinimumfireflow.of 1,500
gpm. at 20 psi required by the MSFC and that the water supply is 'adequate for any
potentia I future expansion in this area. .
· Verify the. location of the fire hydrants.
· Verify the apparatus turnaround is adequate on the west end. of 69th Circle NE (67th
Street NE on sheet 20f3).
