ENGINEERS -LAND SURVEYORS 1111 Hwy. 25 N., Buffalo, Minn.55313 Phone 612- 682-1781 February 6, 1985 Honorable Mayor & City Council c/o Don Berning, Clerk Box 141 Albertville, Minnesota 55301 Re: Feasibility Study Beaudry's 2nd Addition Gentlemen: We have completed the preliminary study for improvements to the following area within the City of Albertville: Beaudry's 2nd Addition -55th Street N.E. -57th Street N.E. -55th Circle -Lake Avenue N.E. -Lannon Avenue N.E. The study area consists of properties as indicated in Figure 1. Proposed improvements, to be addressed following in more detail, consist of sanitary sewer, watermain, storm sewer and streets. SANITARY SEWER IMPROVEMENTS The proposed sanitary sewer consists of 8 inch collection lines as indicated in Figure 2. The eventual discharge point of the collection system is at the lift station in Barthel's Industrial Park. Currently this lift station pumps to an on -site treatment and disposal system. Upon completion of the new treatment facility, the lift station will be modified to pump to the new facility. I anticipate that any permits issued by the Pollution Control Agency for this sewer extension would have a condition attached which would establish scheduling for hook ups. That schedule should be based upon completion of the new treatment facility. Thore P. This estimated cost includes construction cost engineering and administrative costs. There are 41 benefited lots adjacent to this proposed improvement. WATERMAIN IMPROVEMENTS Proposed watermain improvements are as shown in Figure 3. This project will provide excellent looping for existing watermains as well as provide the necessary distribution to the development area. One area of question is the easterly extension of 57th Street N.E. As properties are currently platted, the dead end extension provides no future use. If the Council feels that this street may eventually continue to the east, watermain improvements should also be installed from the intersection of 57th Street and Lannon to the east plat boundary. The estimated cost of the proposed watermain improvements is $63,600. This estimated cost includes construction cost, engineering and administrative costs. There are 41 benefited lots adjacent to this proposed improvement. STORM SEWER IMPROVEMENTS Proposed storm sewer improvements are indicated in Figure 4. The estimated cost of the proposed improvements is $35,000 including construction cost, engineering and administrative costs. There are 41 benefited lots improved by this proposal. STREET IMPROVEMENTS The area being considered for streets within the study area as of street construction are to construction with only gravel utilities; the other to be full gutter and bituminous surfacing. street improvements are all the indicated in Figure 1. Therefore, these adjacent properties will only be affected if the Council elects to order full street construction. The costs associated with the street improvement alternatives are as follows: . page 3 February 6, 1985 Full Street Construction - to consist of gravel base, concrete curb and gutter, bituminous surfacing and boulevard restoration. The estimated cost of these improvements in the area cross -hatched in Figure 1 is $26,000 and $169,000 for streets in the remainder of the study area. Gravel Base Construction Only - this phased construction would provide a driving surface during the development phase with eventual curb & gutter and surfacing to be completed later. The estimated cost of the gravel base in the cross -hatched area is zero and $31,700 for streets in the remainder of the study area. PREVIOUS IMPROVEMENTS As stated previously, the sanitary sewer collection system discharges to a lift station in Barthel's Industrial Park. The storm sewer system discharges to an existing extension installed for that purpose. These improvements were installed and financed by the City of Albertville in conjunction with the 1979-3 Utility Improvement Project. A copy of that assessment narrative dated August 13, 1980 is attached. In essence, the City will now recover that investment. Costs to be assessed to the development area from improvements of the 1979-3 Project is as follows: Lift Station & Forcemain $9,757.56 (page 5 of narrative) Storm Sewer Extension $3,767.40 (page 6 of narrative) The interest rate for financing the 1979-3 project was 8%. Assuming the period to 1985, the compound amount factor for 8% over 5 years is 1.4693. Therefore, the proposed assessed amount from the 1979-3 project becomes: Lift Station & Forcemain $9,757.56 x 1.4693 = $14,336.78 Storm Sewer Extension $3,767.4o x 1.4693 = $ 5,535.44 Page 4 February 6, 1985 SUMMARY The following is a summary of the costs as presented previously. Reference maps and diagrams have been attached to the back side of the assessment role for your convenience. The following is a discussion of costs and assessment procedures incorporated in the cost breakdown of the role. Project scope The 1979-3 Utility Improvement Project consisted of extending watermains to Barthel s Industrial Park via Old Minnesota State Highway 152 from the intersection of Main Avenue and Coun:.y Road No. 37. The watermain extends through the Highway 152 realignment area, thus providing service to those commercial lots along that route. A gravity sanitary sewer collection system was installed in the Industrial Park to serve that area proposed for development in Phase I. A lift station and forcemain was installed for the transportation of wastewater from the gravity collection system. A septic tank and drainfield installation will receive and treat the wastewater until a new wastewater treatment facility is constructed, at which time the forcemain will discharge to the new facility. The forcemain extends through the Highway 152 realignment area, thus providing service to those commercial lots along that route not serviceable by the existing gravity system.
