Barthel Manor 2nd Addition
Dear Members of the City Council:
_ The City Engineer has completed the feasibility study for
underground utilities improvements for the following areas within
the City of Albertville:
1. Barthel Manor 2nd Addition - Lansing Avenue (from 50th Street
to 51st Street) and all of Locust Court.
2. Barthel Industrial Park
Lots 7, 8 & 9 of Block 8 - just East of Lannon Avenue on 51st
Street.
Lots 2, 3 & 4 of Block 10 - on Barthel -Drive and 52nd Street.
The study areas are indicated on Figure 1. The proposed
improvements to be addressed consist of sanitary sewer, watermain,
storm sewer and gravel streets.
SANITARY SEWER IMPROVEMENTS
The -proposed sanitary sewer consist of 8 inch collection lines as
_ indicated on Figure 2 and 3. Along with the 8 inch pipe, 4 inch
service's will be provided. The difference between Alternate 1
and 2 is the routing. Alternate 1 is approximately 360 feet
longer than Alternate 2. Alternate 2 will require additional

easements as indicated on Figure 3. Both routings will discharge
to the existing lift station in Barthel's Industrial Park. The
estimated cost of the proposed sanitary sewer improvements is
$86,100 for Alternate 1 and $77,230 for Alternate 2. These
estimated cost includes construction, contingencies, engineering
and administrative costs.
WATERMAIN IMPROVEMENTS
The proposed watermain improvements are shown on Figure 4. This
project will provide excellent looping for the existing watermains
as well as providing the necessary distribution to the development
areas. The estimated cost of the proposed watermain improvements
is $97,850. This estimated cost includes construction, contin-
gencies, engineering and administrative costs.
STORM SEWER AND STREET IMPROVEMENTS
The proposed storm sewer and street improvements are indicated of
Figure 5. The storm sewer will consist of four catchbasins and 12
R.C. pipe connected to the existing storm at the intersection of
51st Street and Barthel Drive. The proposed street improvement
will consist of 12" Class 5 gravel only.
The estimated cost for this proposed improvement is $65,880. This
— estimated cost includes construction, contingencies, engineering
and administrative costs.
There has been some indication that the City Council may be
considering finishing the remaining Barthel Drive with a gravel
street. To gravel Barthel Drive between 50th Street and 51st
Street is estimated to cost $21,000. It is the Engineer's opinion
that this gravel would be lost when the underground utilities
would be constructed. Should the city council want this street
finished at this time the Engineer recommends that the underground
utilities be constructed at an estimated cost of $53,680.
COST SUMMARY
The following is a summary of the Estimated Cost as presented
within the report.

As can be seen it is less costly to construct Alternate #2 but
this will require easements.
RECOMMENDATION
It is the Engineers recommendation that the improvements be
constructed following Alternate #2. It is further the Engineer's
recommendation should the City Council want the rest of Barthel
Drive finished, the underground utilities should first be
constructed. These projects are feasible and would result in an
benefit to the abutting properties. It should be noted that some
— additional properties not included in the described plats may
receive a benefit from the proposed inprovements. Some consi-
deration should be given to include these parcels in the hearing
and assessments.
