RE: Incomplete Application Notification Letter
Buildings 2,3, and 5 of Shoppes of Towne Lakes 2nd Addition
Dear Mr. Keller:
Our office serves as the planning consultant for the City of Albertville. The purpose of
this letter is to notify you that further information is necessary to perform a complete
review of the projects and determine your Shoppes of Towne Lakes 2nd Site and
Building Plan Review applications complete. An application, application fee, and site
and building plans were received on April 10, 2007. However, through preliminary
review of your applications for Buildings 2, 3, and 5 on Lots 1, 3, and 4 of Block 1 of
Shoppes of Towne Lake 2nd Addition we feel the following information shall be
submitted by April 27, 2007 to deem the application complete:
1. The site plan needs to illustrate all cross access and parking within the
development.
2. A lighting/photometric plans needs to be submitted along with details regarding
all lighting fixtures, including pole height for all fixtures. Said fixture shall be
identical to the exterior lighting of Shoppes of Towne Lakes Phase I.
3. The landscape plan has not been revised to address the following requirements:
a. Intensified plantings along all entrances of site.
b. Variety of plantings for screening, as opposed to monotonous lines of
plants.
c. A MN/DOT wetland seed mixture shall be identified for the periphery of
Outlot A's stormwater retention pond as turf sodding is not an acceptable
environmental perimeter landscape treatment.
4. The applicant shall submit color building elevations for the review and approval of
the Planning Commission at the time of site and building plan review.
5. Per the Shoppes at Towne Lakes Planning and Design Guidelines, buildings
should be designed in related, though not identical, architecture. It appears that
all buildings proposed are identical
6. If hipped or cross-hipped roofs are proposed, the applicant will be required to
identify the heating and air conditioning units within the site. Additional screening
of these areas shall be required. Where flat roofs are proposed, screen of the
HV AC equipment shall be shown on the elevations.
7. Detailed drawings of all proposed signage shall be submitted.
8. If stores are proposing to have private delivery trucks they shall be located on the
site plan.
9. A Phasing Plans shall be submitted detailing which building will be built first.
Only one building permit will be permitted at a time.
Pursuant to Minnesota Statute 15.99 the City is required to mail written notice to an
applicant, within 15 days of receipt of the application, indicating any outstanding items
required to complete the application submittal.
In reviewing the documents received April 1 0, 2007, it has been determined that
additional information is required. Please be advised that this letter serves as the final
notice that the all of the requirements listed above shall be met in order for a full review
of the three buildings to occur. Said materials must be received by April 27, 2007. If
the required submittals have not been received by that date, the City will take necessary
action to postpone the review of the proposed projects.
Enclosed please find the resolution from the Preliminary Plat dated November 7,
2006and the Shoppes at Towne Lakes Planning and Design Guidelines dated February
4, 2003. This memo outlines two primary issues with the installed sidewalk. If you have
